A$ A' "A' ?The Human Resources Manager is responsible for the overall administration, coordination, and evaluation of the human resources function. Assists Chief People Officer with implementing the HR strategies.DUTIES:Advises, counsels, and interprets human resource policies and practices.Coaches and advises supervisors and staff in the need to consistently follow and practice written policies and procedures. This includes performance expectations, managing sensitive and confidential information, and implementing the conduct and discipline policy when necessary.Consulting with the Chief People Officer, leads and conducts all investigations regarding employee relations concerns and outcomes to mitigate legal action. This may include complaints concerning harassment, EEO related, workplace, wrongful termination, and any related policy concerns. May include conducting mediations and one on one counseling to supervisor and staff. Documents all necessary information as required.ADMINISTRATION:Develops and administers various human resources plans and procedures for all staff. Holds office in all program locations.Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems.Oversees and implements Job Descriptions and Performance Evaluation development as necessary; conducts annual salary surveys, oversees and monitors the performance evaluation program and revises as necessary.Develops, recommends and implements personnel policies and procedures, prepares and maintains handbook on policies and procedures.Oversees benefit administration and total reward package to include being the liaison with insurance brokers, facilitates claims resolution, change reporting, approving invoices for payment, and annual re-evaluation of policies for cost-effectiveness.Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations and any other federally mandated reports.Coordinates and supervises the recruitment effort for all exempt, nonexempt and temporary workers. Supports, collaborates and oversees the recruiter with full employee life cycle recruiting.Oversees the workers' compensation process to include required OSHA reporting. This may also include reviewing claims correspondence and areas of potential litigation.Establishes and maintains department records and reports. Maintains organizational charts.Evaluates reports, decisions and results of department initiatives in relations to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.Oversees the routine maintenance of personnel files to include licensing agencies requirements.Oversees and administers the HRIS systems and recommends updates.Ensures compliance with all federal, state, and local employment laws.Serves and participates on appropriate and requested committees as needed. This includes the Safety Committee and Emergency Management Response teams at each campus.STAFF MANAGEMENTHires all staff under supervision; implements performance evaluation system; identifies basic training needs of staff; and takes probation and dismissal action when appropriate.Maintains awareness of staff performance through regular meetings and observation as well as written and oral reports.Provides an atmosphere that supports work/life balance and flexibility as appropriate. Supports career advancement when able to include professional development, job shadowing, and career coaching.OTHERAssists Chief People Officer and other key staff with various research projects and/or special projects.Maintains Notary Public status, if applicable.Performs other duties as assigned.
