Job Summary

Aptive is seeking a dedicated, forward looking Program Manager to support digital transformation within the Department of Veterans Affairs (VA). The selected candidate will provide services for the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Infrastructure Operations (IO), VA Internet Protocol version 6 (IPv6) Integrated Project Team (IPT). IPT is responsible for developing the master transition plan for all required activities related to its execution. Infrastructure Operations has a requirement to migrate hardware, operating systems, applications, and other elements of its IT infrastructure from Internet Protocol version 4 (IPv4) to IPv6.

In this role, you will lead client relationship building and deliver the key aspects of federal program management. You will creatively approach situations within the larger context of healthcare and other industries, think critically about our approach and our work, and suggest new ways to approach our solutions and demonstrate effectiveness. Your ability to gain insight into operational challenges by utilizing data, create frameworks for data analyses, understand the content and context of models and provide input into the translation of results into recommendations, positions. or direction, is highly sought after for this position.

Primary Responsibilities

  • Serve as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
  • Provide overall direction of program activities.
  • Manage and maintain contractor interface with the senior levels of the customer's organization.
  • Consult with VA and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
  • Establish and maintain technical and financial reports to show progress of projects to management and customers
  • Organize and assign responsibilities to subordinates.
  • Oversee the successful completion of all assigned tasks.
  • Oversee support that enables full integration of program oversight support to each business and product line.
  • Support the definition of metrics and data collection plans to demonstrate objective obtainment for program and projects.
  • Inform Government decision making and shall work with agility, maintain appropriate communication, and work to continuously refine their approach in response to lessons learned or retrospective ceremonies.
  • Support program representatives and present recommendations to leadership for decisions.
  • Support meeting to discuss ongoing support as well as risks, barriers, decisions needed, priority recommendations, and recommendations to mitigate program issues.

Minimum Qualifications

  • Master's degree in Engineering, Computer Science, or Related Scientific /Technical Discipline is required
  • 12+ years of related experience
  • PgM certification
  • Proven federal government consulting experience leading a large program
  • Ability to rapidly prioritize competing requirements.
  • Ability to understand and simplify customer requirements.
  • Ability to communicate end user feedback to technical and design leads.
  • Strong communication skills.
  • Proven knowledge of industry standards.
  • Ability to travel onsite in Washington, DC.
  • Demonstrated ability to work in PowerPoint and quantitative strengths in the creation of detailed analytical models using Excel and various tools.
  • Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.

  • Knowledge of military and Veteran health care populations.
