Job Summary

Aptive is seeking a management consultant to support the Veterans Health Administration's (VHA) Office of Nursing Services (ONS) in creating proactive strategies and a sustainable framework that optimizes nursing practice, strengthens the nursing workforce, reimagines lifelong learning and career development and inspires an industry-leading culture. These efforts will proactively position VHA's nursing workforce to transform health care delivery. This will be achieved through the development and implementation of a formal program supporting nurses to achieve their professional aspirations in the areas of clinical practice, education, research and leadership. Execution of this effort will help VHA recruit and retain the best talent, compete with the private sector and provide world-class services to Veterans.

The candidate must have strong management, communication and organizational skills to support a VHA client and manage team members. Candidate must thrive in a high pressure, fast paced environment and communicate effectively within a multi-disciplinary setting.

This is a contingent hire position

Primary Responsibilities

  • Define current state in nursing leadership structure and development pathways.
  • Facilitate comprehensive literature reviews and benchmarking to identify best practices.
  • Establish key performance indicators for the future state nursing/leadership model.
  • Map current nursing leadership structures and critical roles across facilities.
  • Identify potential changes to current nursing models within VHA.
  • Facilitate focus groups and stakeholder interviews, as needed.
  • Build on best practices and develop gold-standard nursing leadership pathways.
  • Develop and maintain effective stakeholder communication and relationships and escalate problems to management if needed.
  • Generate business case for recommended changes.
  • Collaborate with stakeholders from multiple facilities to develop and implement program.
  • Create implementation roadmap to guide nursing model implementation.
  • Support other duties and assignments as required by ONS.


Minimum Qualifications

  • 7-10 years of related management consulting experience.
  • Bachelor's degree in related field.
  • Demonstrated proficiency in Project Management, Organizational Change Management or similar principles.
  • Experience implementing activities that strengthen leadership models at medical facilities.
  • Ability to archetype performance against identified key performance indicators to understand internal variability and areas for opportunity.
  • Experience managing complex projects and transformation efforts within the federal government, preferably with VA.
  • Legal authorization to work in the U.S.

  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
  • Excellent ability to communicate (written and verbally) across most mediums and settings.
  • Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation and risk mitigation.
  • Outstanding written, verbal and presentation communications skills.
  • Experience with business process and system improvement projects and efforts.
  • Excellent project management skills and attention to detail.
  • Ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.
  • Project Management Professional Certification.
