Job Description

The job of Chief of Student Services and Equity provides division-wide leadership and oversight for the Offices of Student Services, Student Support Teams, and Equity and Alternative Programs including the Juvenile Detention Center and Shelter Care Programs, Social Emotional and Academic Learning (SEAL); residency verification and admissions; truancy and homelessness; equity, anti-racism, and cultural competence initiatives; and administrative hearings on behalf of the Superintendent. The Chief oversees the development and enforcement of policies related to these respective disciplines.

This position reports to the Division Superintendent.


Education: Master's degree in the job-related area; Doctoral degree preferred.

Experience: Minimum of 5 years of job-related experience in educational leadership roles with increasing levels of responsibility. Experience in Student Services or Equity leadership preferred.

Essential Functions
  • Leads division initiatives related to ACPS Strategic Plan, Anti-racism and Equity Training, Social-Emotional Learning, Student Code of Conduct, Multi-tiered System of Support including mental health, positive attendance, substance abuse prevention and intervention, residency verification, and aligning the Counseling Program with ASCA model.
  • Ensures high-quality, responsive student support team (SST) services at the school level provided by school counselors, school nurses, school psychologists, school social workers
  • Works collaboratively with the School Board, staff, students, and community to develop a vision for responsive policy and regulations development and implementation;
  • Ensures that all initiatives and resources are aligned and allocated in a manner that reflects the school division's mission, vision, core values, and goals. The Chief also liaisons with several external agencies and City departments in the coordination of services and support for students and their families. This job reports to the Superintendent.
  • Assists Superintendent and School Board with their ongoing functions.
  • Collaborates with division personnel, other divisions, community organizations, etc. to implement and/or maintain services and programs.
  • Collaborates with related City agencies that are focused on the welfare of children, youth, and families.
  • Composes and presents a wide variety of materials (e.g. budgeting, policy, professional learning, Memoranda of Understanding and Memoranda of Agreement, negotiations, etc.) to document activities, provide written references, and/or convey information.
  • Leads cultural competence, equity, and anti-racism initiatives.
  • Develops proposals, new programs, budgets, and grant opportunities to meet division goals.
  • Leads and develops programs for students who are at risk for academic failure or dropout.
  • Understands division-level emergency response procedures including student risk and threat assessment protocols.
  • Facilitates communication between staff, students, parents, and/or the public to evaluate situations, solve problems, and/or resolve conflicts.
  • Monitors a variety of programs and processes to direct staff activities and comply with established financial, legal, and/or administrative requirements.
  • Monitors assigned programs and related financial activity to ensure that performance objectives are met, allocations are accurate, revenues and expenses are within budget, and/or operational practices are followed.
  • Participates in meetings, workshops, and seminars to convey and/or gather information required to perform functions.
  • Performs personnel functions (e.g. recruiting, interviewing, evaluating, supervising, etc.) to maintain adequate staffing, enhance personnel productivity and achieve objectives within budget.
  • Recommends solutions to a variety of complex issues to address the needs and responsibilities of the division.
  • Assists other personnel and performs other duties as may be required to ensure an efficient and effective work environment.
  • Oversees multi-tiered systems of support and has the leads the implementation of a division-wide plan.
  • Leads administrative disciplinary and transition hearing process and ensures compliance with state laws for students recommended for suspension or expulsion. Leads cross-departmental collaboration and division initiatives.

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
