Duties

  • You will provide engineering, maintenance and logistics support of US Navy submarine cable systems worldwide
  • You will participate in the development and execution of large-scale cable engineering programs; the conduct of strategic planning for maritime programs.
  • You will participate in the development of end-to-end systems requirements; the provision of systems engineering technical and functional leadership; and, the development of risk assessment and risk mitigation strategies and plans.
  • You will provide engineering assessments, shipyard work packages, technical recommendations, contractor surveillance, technical direction, quality assurance, and financial oversight to ensure all tasks are completed effectively and efficiently.
  • You will provide weekly technical and project status, lead mobilization and shipyard availabilities.
  • You will provide Plan of Actions and Milestones plus updates for all assigned projects.
  • You will provide technical assessment of engineering change proposals.
  • You will access Maritime Surveillance Systems (MSS) depot repair facilities management, engineering and technical compliance.
  • You will establish best technical solutions, minimum requirements, government estimates, and procurement/technical documentation for Sponsor procurements.
  • You will develop acquisition/technical packages and shipyard installation specifications.
  • You will provide specialized engineering, logistics and transportation planning at all classification levels.
  • You will provide commercial cable de-confliction and domain awareness management.
  • You will support feasibility assessments of new ideas and concepts to solve existing or projected technical problems in cable deployment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering Level I. Certification is required within 24 months of appointment.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year as a professional engineer or scientist, performing maintenance and overhaul for several ships, as well as design of new ships for operations.

Education

Education Requirements for the 08XX Series:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
