Job Summary:The position will provide the Government with acquisition support personnel to CG-9 in order to successfully execute the acquisition of a new Learning Management System. The Contractor will support the Government Acquisition Program Office in the development of Acquisition documentation to include but not limited to market research reports, analysis of alternatives, and other PM office support. Education and Experience:Bachelor's Degree8-10 Years relevant experience in acquisition or departmental headquarters program supportEssential Duties: Must be able to work independently with little oversight by the Government and be experienced, skilled and knowledgeable in all aspects of Federal Government acquisition (ie requirements development, business case development, acquisition planning, proposal evaluation).Possess the ability to communicate with and advise USCG Program Management personnel about the details of technical requirements, acquisitions and provide advice, guidance and counsel on how to handle complex acquisition processes such as Economy Act determinations, inter-agency agreements, and business case development. Top-level technical contributor with expertise in software and software as a service (SaaS)business processesFormulate and define systems scopes and objectives through research and fact-finding combined with an understanding of applicable business systems and government requirements.Develop, refine, and/or modify moderately complex information systems requirementsInclude analysis of business and user needs, documenting requirements, and revising existing system requirements as necessaryResponsible for building systems scope and objective relative to the organization's business plan and government requirementsKnowledge, Skill and Abilities:Contractor personnel shall have the ability to communicate with and advise USCG Program Management personnel about the details of technical requirements, acquisitions and provide advice, guidance and counsel on how to handle complex acquisition processes such as Economy Act determinations, inter-agency agreements, and business case development.Ability to assist in drafting Acquisition Documents, to support non-major acquisition program Acquisition Life Cycle efforts.Preparation of supporting documentation, including integrated product/project team (IPT) meeting minutes, program acquisition documents, program plans, Integrated Logistics Support Plans, Systems Engineering Life Cycle Tailoring Plan, Program Briefings and other documents.Management of complex problems through formulating resolutions that are compliant with all Federal, DHS, and Coast Guard acquisition regulations and policies, including but not limited to the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), Homeland Security Acquisition Manual (HSAM), and the Coast Guard Acquisition Procedures (CGAP).Possess experience and be fully capable in utilizing the Microsoft Office Suite.To apply, please go to https://vectorcsp.applicantpro.com/.
