Minimum Qualifications

Education
  • A Bachelor's degree in Physical Security, Criminal Justice or a law enforcement field of study.

Experience
  • Five (5) years of experience as a Facilities Security Officer or working in physical security or related field. Must have prior experience managing employees and working with access control security systems.

Certification/Licensure
  • Possession of a valid motor vehicle operator's permit issued from jurisdiction of residence

Preferred

Experience
  • Prior experience writing or maintaining security policies and ensuring compliance with Federal, State, Local Government regulations.

Mission Essential Designation

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Manager, Badging and Identification Office, manages all aspects of WMATA's Badging and Identification Office. The incumbent oversees, trains and evaluates the Office's employees. The Manager develops and maintains policies, procedures and programs for identification (ID) badge issuance and revocation to all WMATA employees, contractors, retirees and other personnel that require authorized to access WMATA facilities. The incumbent also develops and maintains security policies and procedures related to facility access like the Visitor Control Program.

Essential Functions
  • Manages the Office of Badging & Identification Office. Manages, trains, coaches and reviews Badging Office staff. Oversees the timely maintenance of sensitive, personnel security data. Oversees the maintenance of personnel ID records, filing systems and archived files. Ensures data integrity for all systems through quality control, audit reports and other means.
  • Manages the WMATA Visitor Control Program that identifies and tracks authorized visitors to all WMATA owned and leased facilities. Creates, maintains and implements visitor procedures and systems.
  • Documents badging procedures, processes and related policies. Develops and maintains security procedures for cataloging inventory of badging supplies, such as cards, card printers, etc. at all badging locations. Also maintains procedures regarding the notification of, accounting for and conveying Lost/Stolen/Revoked Badge fines and stored funds to WMATA Treasury Department. Frequently reviews and evaluates procedures for improvement and recommends changes and reports deficiencies to their manager.
  • Maintains the list of WMATA personnel authorized to approve, deny and revoke access to designated WMATA areas for specific employees, contractors and tenants. Oversees the systems that allow access to all WMATA locations including leased properties in compliance with rules and lease agreements.
  • Prepares metrics, goals, deadlines and detailed reports for their manager, MTPD Command staff and WMATA executive leadership team. This includes but is not limited to personnel and systemic investigations, violations, audit findings and recommendations for changes, especially for access control potential and actual threats and exposure of badging processes, systems and facilities.
  • Routinely provides support to and updates MTPD Command and necessary employees regarding ID Badging related concerns. Assists with the production and dissemination of BOLOs (Be on the Lookout) for Persons of Interest (POIs) or other individuals restricted from entering WMATA owned and leased properties or facilities.
  • Maintains, creates and implements security and ID Badge documents, forms, guidelines and reports supporting the WMATA ID Badging and Identification program.
  • Conducts security briefings regarding the use, control and restrictions of the One Badge ID issued to employees, contractors, retirees and other personnel authorized to access WMATA facilities.
  • Develops and continuously improves security policies, programs and tools to enable the highest level of security and compliance related to access control and the use of the One Badge ID.
  • Manages and creates badging communications for MTPD Command staff and WMATA personnel contractors and retirees regarding new or revised policies and procedures related to the use and issuance of WMATA ID badges. Monitors federal, state and local regulations that pertain to background checks, as they relate to the issuance and revocation of WMATA ID badges. Updates all policy and procedural changes accordingly.
  • Collaborates with other departments and cross-functional teams regarding projects, policies and procedures that will affect access to WMATA facilities.
  • Frequently interacts with the WMATA Office of Information Technology to identify needs, as well as defining necessary policies and procedures for a comprehensive integration of the Pro-Watch Program and the WMATA ID badging process. This includes current and future systems integration, upgrades and implementations.

Other Functions
  • Conducts NEO security briefing for WMATA newly hired personnel.
