Acts as Fairfax Water’s Chief Financial Officer.  Provides strategic leadership by planning, directing, coordinating, and supervising staff responsible for the accounting, procurement, and customer service functions.  Responsible and accountable for strategic financial planning, rate setting, debt management, investment portfolio management, wholesale customer contracts, and Retirement Plan administration.  Reports directly to the General Manager.

Responsibilities: Exercises oversight and broad discretionary judgment to manage all functions in the Finance Division to achieve Fairfax Water's strategic priorities and business goals. Develops and exercises management controls to ensure fiscal integrity of Fairfax Water. Directs the development and review of financial and accounting policies and procedures in accordance with GAAP, applicable federal, state, and local requirements, and oversees the implementation of new financial and reporting standards. Prepares and updates Fairfax Water’s strategic financial model to ensure compliance with debt management policy requirements and financial goals.  Assesses and evaluates the financial performance of Fairfax Water with regard to long-term goals, budgets, and forecasts. Oversees the development of the Annual Budget in coordination with other Divisions and presents it to the Fairfax Water Finance and Audit Committee. Oversees the preparation of Fairfax Water’s Audited Financial Statements and Annual Performance Report. Manages debt issuance and existing debt to ensure compliance with debt covenants and IRS compliance regulations.  Coordinates the annual surveillance process with the rating agencies. Acts as Fairfax Water’s Investment Officer by managing and overseeing the activities of the investment adviser contracts, including monitoring of portfolio balances and diversification of investments within policy guidelines. Develops specific rates, fees, and charges for retail and wholesale water service in accordance with Fairfax Water’s strategic planning.  Prepares projections to determine if changes are needed in rates, fees, and charges.  Coordinates and manages the completion of external cost of service studies. Monitors and ensures compliance with all contracts and agreements established with the wholesale water service customers. Ensures compliance with the terms and conditions of all financing agreements. Responsible for the selection and coordination of the services provided to Fairfax Water by its auditor, actuary, financial institution, investment advisers, financial consultants, bond counsel, and Consulting Engineer as related to compliance with the Trust Agreement. Directs procurement function to ensure compliance with all federal and state laws in procurement of materials and services to meet Fairfax Water’s needs. Directs customer service function to ensure customer contact, billing, and field operations are aligned with Fairfax Water’s strategic and customer service level goals. Functions as the Treasurer of the Benefits Trust Committee responsible for employee retirement and health care benefits. Prepares and makes effective oral and written presentations to the Board and wholesale customers as required.  Serves as lead staff to the Finance and Audit Committee.

Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, finance, business, or other closely related field and a minimum of ten years of progressively responsible experience in finance or public utility management.
  • Six years of progressively responsible management experience with the ability to plan, direct, and lead the activities of a large, diversified group of employees.
  • CPA or CPFO certification preferred.
  • Demonstrated experience as a senior member of a management team is required.
  • Demonstrated ability to effectively interact and collaborate with other members of a senior leadership team, governing Board, internal and external stakeholders, consultants, contractors, and regulators.
  • Demonstrated ability to manage multiple competing priorities.
  • Demonstrated ability to exercise independent judgment and develop and execute effective courses of action within a timely manner.
  • Comprehensive knowledge of theories and practices of public finance, including accounting, auditing, budgeting, debt management, rate setting, and financial modeling. 
  • Comprehensive knowledge of financial systems and procedures applicable to utility billing and accounting activities.
  • Comprehensive knowledge of financial aspects of retirement plan and OPEB administration, including plan interpretation, financial reporting, actuarial analyses, experience studies, and IRS requirements.
  • Strong experience with enterprise resource programs. SAP experience preferred.
  • Advanced knowledge of Microsoft Office.
  • Ability to compile and evaluate data, draw sound conclusions, and recommend course of action.
  • Ability to analyze and interpret financial records and reports.
  • Ability to understand operational processes to interpret financial impacts.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to motivate for positive outcomes while meeting critical timelines.
  • Ability to travel for meetings as needed.
  • Possession of a valid driver’s license and good driving record.
  • Must pass a controlled substance (drug) test.

Chartered in 1957 by the Virginia State Corporation Commission as a public, non-profit water utility, Fairfax Water operates four water treatment plants with a combined capacity of 262 million gallons per day. The plants include the Corbalis Treatment Plant, operating on the dependable and free-flowing Potomac River in the northwestern area of Fairfax County, and the Griffith Treatment Plant on the impounded Occoquan River in the southeastern area. Water is distributed throughout Fairfax Water's service area through nearly 3,200 miles of water mains.

Fairfax Water produces, on average, 148 million gallons of water per day. More than 235,000 mostly residential accounts in Fairfax County comprise about 60 percent of total water sales. Approximately 40 percent of total water sales are wholesaled to Loudoun and Prince William Counties, the City of Alexandria, the Town of Herndon, Ft. Belvoir and Dulles Airport. Revenues in 2005 were $120 million.

Fairfax Water is governed by a ten-member Board of Directors composed of Fairfax County citizens who are appointed by the elected Board of Supervisors of Fairfax County. A General Manager, supported by a senior staff of engineering and business professionals, manages the day-to-day operations of Fairfax Water.
