A$ A' "A' ?Description:Job Title: Sr. Specialist, Project EngineerJob Code: IMS20220909-90232Job Location: Herndon, VA Job Description: This position is responsible for the technical execution of the Program to include system architecture, requirements management, software development, hardware design and delivery, hardware/software integration, and compliance with applicable cybersecurity requirements and controls.Essential Functions:Provide technical direction in the use of Systems Development methodologies and processes (uses SEI CMMI and/or ISO 9001/AS 9100 compliant processes to execute assigned tasks)Lead and participate in Technical and Cost Proposal developmentLead Integrated Product Teams (IPTs) comprised of Systems Engineers, Hardware and Software Engineers, and SMEs from other engineering disciplinesLead, direct, and review the work of assigned project team members, coordinating closely with functional managers on staffing requirementsManage cost and schedule performance of subcontractorsAct as an advisor to senior management and customers on advanced technical studies and applicationsAct as Control Account Manager (CAM) for the project, providing regular EAC and ETC reportsUse performance metrics, earned value, and other techniques to measure and control system development efforts; recommend organizational process improvements where appropriateCommunicate within and outside of the organization to direct activities, perform tasks, explain changes, and implement project requirementsEnsure system architecture and related documentation is developed according to project standardsDevelop cost estimates for assigned tasks and proposed workIdentify and manage project technical and lifecycle risks and opportunitiesEstablish schedule, resource, budget, and tool requirements for each projectManage project schedule and execution within constraints of the allocated budget and staffingAssess and advise program management regarding the impact of scope, schedule, staffing, and budget modification requestsEnsure that applicable Engineering processes are followed and suggesting process improvements on assigned projectsLead technical exchanges with customers and suppliers; support customer visits and travel for new or ongoing business activitiesWillingness to travel outside the United States for periods up to 3 weeksTravel up to 20%Ability to obtain and maintain a US Government clearanceQualifications:Bachelor's degree in Engineering (System, Electrical, Mechanical, or Computer), Mathematics, or Computer Science; a technical Master's degree (ie, MSEE, MSCS, MSSE, etc.) is highly desiredMinimum 6 years of engineering development experience (or 4 years of prior related experience with Graduate Degree); inclusive of 1 year of engineering team leadership experienceExperience and knowledge in requirements analysis, software development and testing, and hardware/software integration for machinery control systemsExperience and knowledge in developing, proposing, managing, implementing, and testing products and system solutions in Machinery and Damage Control SystemsRecent experience and direct participation in technical and cost proposal developmentUS Citizenship and US PassportPreferred Additional Skills:Active Secret (or higher level) security clearanceNavy or related military experience Shipyard and/or ship system integration experience Excellent communication skills, both verbally and writtenIn-depth knowledge of project managementSolid knowledge of Software Development and System Engineering processesSolid knowledge of system architecture and component design of naval machinery control systemsModel Based System Engineering (MBSE) and Digital Engineering experience and knowledge Working knowledge of hardware and software based network systems, communications, embedded systems and systems integration environmentsWorking knowledge of MIL-SPECS, DOD regulations and practices, and Critical Path management systemsWell versed in Microsoft project management tools, VISIO, and Microsoft office applicationsProficiency with Atlassian Project Management tools like Jira, Subversion, and CrucibleAbility to work cross functionally internally and externally
