As the HR Manager, YOU will play a direct role in the building the VDOT and the HR of Tomorrow. The Role: The ideal Human Resource Manager is someone who will maintain composure under pressure, diffuse tension through effective communication and diplomacy to maneuver through complex situations and will be well-versed in employment law and legislation. Must have demonstrated ability to develop, plan and implement effective policies. He/She will be a member of the district leadership team, collaborating with people at all levels of the organization to determine workforce needs, ensure program alignment with agency mission, business plan and ensure compliance with established policies and practices. The Fredericksburg District comprises 14 counties and the city of Fredericksburg. The District includes Interstate 95 in Stafford, Spotsylvania and Caroline counties, and stretches east along the Northern Neck and Middle Peninsula to border the Chesapeake Bay. The District Office is located in Stafford County. The Fredericksburg Residency includes Stafford, Spotsylvania and Caroline counties, and its office is located adjacent to the District Office. The Northern Neck Residency includes King George, Westmoreland, Richmond, Northumberland and Lancaster counties, and its office is in Richmond County. The Saluda Residency Office is located in Middlesex County, and includes six counties: Essex, King and Queen, King William, Middlesex, Mathews, and Gloucester. It has a population of around 500,000 people, based on the 2020 census. Minimum Qualifications: Experience implementing organizational change initiatives. Skill in administering comprehensive HR programs to include talent acquisition, compensation, benefits administration, performance management and employee relations. Fundamental understanding of employment law and legislation and ability to apply to the workplace in order to mitigate exposure. Demonstrated experience effectively communicating and consulting with senior level management regarding human resource matters and providing quality customer service to all levels of employees. Demonstrated ability to plan, organize and coordinate the work of a professional staff and manage the delivery of programs through others. Extensive analytical skills with ability to research and work through complex issues; strong oral and written communication and interpersonal skills. Ability to investigate, collect facts/data, reach conclusions which are logical and legally supportable, and counsel managers and employees in the resolution of Human Resource issues. Experience working in complex environments with diverse employee populations. Strong change management skills applied to workforce issues. Skill in using leading edge automated human resource information systems tools. Selected candidates must be willing to operate and attend to issues in a 24/7 environment, whether it be to support emergency operations or attend to specific HR issues during unusual work hours as needed. Preferred Qualifications: Graduation from an accredited college or university with major course work in Human Resource Management, Organizational Development, Business Administration or related area of study or present equivalent training and experience. Professional certification in Human Resources (PHR/SPHR or SHRM-CP/SHRM-SCP).
