The duty location will be in Washington DC or Vienna, VA.

The Financial Crimes Enforcement Network (FinCEN) is recruiting for the position of the Associate Director, Enforcement Division. FinCEN is a bureau of the Department of Treasury whose mission is to safeguard the financial system from illicit use and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence and strategic use of financial authorities.

The Associate Director conceptualizes and oversees implementation of enforcement strategies that have industry-wide, national, and/or international impact, including those related to national security.

The Associate Director develops and manages a sizeable staff of managers, investigators, and industry specialists, identifying objectives and setting division-wide practices for effectively evaluating and advancing a large caseload of diverse matters. Provides overall direction and strategic guidance on all enforcement cases.

The Associate Director directs the managers and staff in developing and implementing intelligence-driven targeting, developing and implementing investigative plans, applying facts to law, assessing the strength of investigation findings, and determining appropriate use of FinCEN authorities.

The Associate Director directs the staff in conceptualizing, planning, drafting, and editing FinCEN enforcement actions and supporting memoranda. Ensure that FinCEN enforcement actions and supporting memoranda are clear, consistent, concise, and accurate.

The Associate Director mentors subordinate managers in developing clear and consistent case review styles and techniques, ensuring that FinCEN enforcement actions and supporting memoranda are improved at each step of the process.

The Associate Director leads and oversees negotiations and other communication with targets of FinCEN enforcement actions and/or their legal counsel, including matters involving individuals, financial institutions, corporations, and foreign governments.

The Associate Director represents the U.S. Department of the Treasury and FinCEN in senior-level internal and interagency meetings developing strategies and operations related to the specific areas of responsibility of the division, including the coordination of examinations, investigations, and enforcement actions.

The Associate Director is responsible for effectively handling all personnel matters relating to the Division. These matters include, but are not limited to, annual evaluation, training and mentoring, developing performance standards and metrics, and evaluating employees.

The Associate Director provides input on technology and budget matters and make business case for resources.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

Qualifications

As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the (GS)-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your résumé must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit
  • Ensuring the success of one or more specific major programs or projects
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
  • Supervising the work of other managers and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical Competency and Executive Core Qualification factors will result in your application being disqualified.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer.

The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
    Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating.
Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives.

    Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):All applicants must fully address each of the following MTQs individually in a narrative format, not to exceed two pages per MTQ. In addition to the qualifying experience, applicants must possess the mandatory technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.

1. Experience managing an enforcement and compliance program or responding to enforcement actions, including conceptualizing and implementing compliance, civil and/or criminal enforcement strategies with industry-wide, national, and/or international impact, including those related to national security and/or involving intelligence-driven targeting. (Applicants must describe their relevant management experience.)

2. Experience in representing an organization externally at a senior or executive level, with a wide range of counterparts and adversarial parties, to develop and advocate enforcement positions, as well as negotiate solutions to sensitive enforcement issues.
