Duties

Directly or indirectly supervises a staff of employees engaged in financial management activities. Grade levels of employees range up through GS-15. Occupations supervised include, but are not limited to: management, budget analysts, contracting officer representatives, financial specialists, and Customer Service Liaison personnel.
Serves as the Director of OTFFMO with oversight of the Treasury Franchise Fund as delegated from the Secretary and Assistant Secretary for Management. Responsibilities include, but are not limited to:
(a) Directs the oversight of the Fund or Programs' financial management, budget, and internal controls, and financial related systems;
(b) Oversees the cash management function and ensures that all cash needs are properly forecasted and communicated to senior leadership, customers and stakeholders;
(c) Assures that program and administrative responsibility to minimize fraud, waste, and abuse are achieved as prescribed by OMB Circulars A-123, and A-130, Treasury Directives, and other internal control procedures; and
(d) Oversees the development, issuance, and maintenance of standard operating procedures and directives for performance measurement and all financial management related activities.
Oversees the budget preparation, presentation, and execution of the Shared Service Program and Cyber Enhancement accounts. Develops and implements financial/budget policies and procedures consistent with Treasury's authority, administrative philosophy and in accordance with GAO/OMB standards.
Establishes Shared Services financial management policy associated with TFF programs, including guidance around operating plan formulation, pricing, and billing.
Serves as recognized technical authority which provides the highest level advice and counsel to the Deputy Assistant Secretary for Management, the Assistant Secretary for Management & Chief Financial Officer (ASM CFO) as well as top Executive Leaders across the Department on financial management and accounting policies affecting the Department of the Treasury related to Shared Services.
Develops and maintains a robust customer engagement program responsible for ensuring program transparency as it relates to the Shared Services budget formulation and execution. Stakeholders and customer include Treasury-wide and Government-wide leadership.
Represents Treasury on senior level task forces and at conference, meetings, etc., involving accounting and financial management issues related to Shared Services and other related programmatic challenges.
Ensures that financial management activities are compatible with Federal requirements, accountability for all funds and assets, and full disclosure of financial results of the TFF program operations. Implements the requirements of all statutory and regulatory guidelines relevant to financial reporting and internal control.
Assures that the program and administrative responsibility to minimize fraud, waste, and abuse are achieved as prescribed by OMB Circulars A-123, Treasury Directives, and other internal control procedures.
Oversees the budget functions including formulation, justification, and presentation of annual performance plans to the Department, the Office of Management and Budget, and to appropriate Congressional subcommittees.
Develops new insights into situations and applies innovative solution to make organizational improvements; designs and implements new or cutting-edge programs and processes.
Provides oversight to ensure Treasury accounting functions are followed for the TFF, including applying financial management concepts to solve problems, render advice, or to meet other needs of management officials. Reports on program accomplishments and progress toward established objectives in financial terms.
Analyzes and identifies deficiencies in existing policies and regulations. Advises the Deputy Assistant Secretary for Management and Budget (DAS M&B) Assistant Secretary for Management & Chief Financial Officer (ASM CFO) and the Deputy Chief Financial Officer of the need for new or improved financial management accounting policies and programs.

Qualifications

Qualifications: As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the (GS)-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your résumé must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
    • Directing the work of an organizational unit
    • Ensuring the success of one or more specific major programs or projects
    • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
    • Supervising the work of other managers and exercising important policymaking, policy determining, or other executive functions. Failure to meet the basic qualification requirement and address all Mandatory Technical Qualifications and Executive Core Qualifications will result in your application being disqualified. The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants that are not already QRB certified, must submit a separate written narrative addressing the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear and concise, emphasizing your scope and level of responsibility, the complexity of programs managed, your initiatives and accomplishments, and the results of your actions. The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
    • Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives. Applicants should follow the Challenge, Context, Action and Result (CCAR) model outlined in the guide. Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ. Applicants who fail to adhere to the one (1) page per MTQ limit will be disqualified and no longer considered for the position. In addition to the ECQs, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. You must fully address each MTQ to be rated for further consideration.

MTQ 1 - Demonstrated experience with providing guidance and oversight to a technical financial management program and implementing budget and/or accounting standards and policies in accordance with generally accepted accounting principles in the Budget Control Act as well as regulatory guidelines published by the Office of Management and Budget (OMB), with a very high level of expertise of doing so within a federal agency and/or private sector entity.

MTQ 2 - Demonstrated experience in serving as principal liaison with external auditors and in coordinating budget statement audits, working capital fund, reporting, and resolving major complex budget matters.
MTQ 3 - Demonstrated experience with briefing senior officials on and making recommendations about resource allocation for a federal or other government agency, including the quality and timely delivery of contracted services.
