Duties

As a Construction Analyst (Loss Verifier) at the GS-0828-7/9/11, some of your typical work assignments may include:
  • Determining the cause and extent of damages and methods of making repairs to residential and business structures.
  • Estimating the cost to repair and replace personal, business, and commercial property.
  • Using computers to upload, retrieve, and complete work assignments and perform internet research.
  • Conducting on-site assessments of damage to personal, real, and business property that resulted from a declared disaster by the President or SBA.

  • Your primary residence is considered your official duty station.
  • The salary range above reflects the employee's base salary. Locality Pay will be added based on the location of the employee's residence.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.

Conditions of Employment

  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • U.S. citizenship is required.
  • A valid driver's license is required.
  • Credit Score must be at least 500.


Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

You must meet all qualification requirements by the closing date of this announcement.

You may qualify based on experience, education, or a combination of both.


Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer or that experience will not be credited for meeting the specialized experience requirement.

GS-07: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-05 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Working for a construction company building or repairing homes, businesses, or other building structures, performing duties such as framing walls/drywall, rewiring houses, laying flooring, etc.: OR
  • Estimating quantity of material and costs for constructing or repairing homes or businesses; OR
  • Estimating the quantity and costs of materials for other projects; OR
  • Any combination of the above.
GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

*Estimating costs to repair or replace personal property; AND
*Estimating quantity of materials and costs for constructing or repairing homes and businesses.

GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. In addition, this Specialized Experience must demonstrate the following:

*Estimating costs to repair or replace personal property;
*Estimating quantity of materials and costs for constructing and repairing homes and businesses; AND
*Estimating costs to repair or replace machinery, equipment, and inventory.

Education

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

GS-07:
Must have 1 full year of graduate-level education or superior academic achievement in architecture, engineering, building construction, or other fields related to the position.

GS-09: Must have a Master's or equivalent graduate degree in architecture, engineering, building construction, or other fields related to the position from an accredited college or university, or 2 full years (36 semester hours or equivalent) of related progressively higher level graduate education leading to such a degree.

GS-11: Must have a Doctorate or equivalent graduate degree in architecture, engineering, building construction, or other fields related to the position from an accredited college or university, or 3 full years (54 semester hours or equivalent) of related progressively higher level graduate education leading to such a degree.

OR

A combination of experience and education as indicated above.

Additional information

If you work or are expected to work at least 90 consecutive days and 130 hours per month, you will become eligible for health insurance benefits only.

The DVC provides fully qualified and trained SBA Construction Analysts who respond to disaster emergencies, often within 48 hours or less, throughout the United States and its territories. Territories include but are not limited to: American Samoa, Guam, Mariana Islands, and the Federated States of Micronesia. You will conduct on-site damage assessments to personal, real, and business property that resulted from a declared disaster by the President or SBA. You will determine the extent of the damage, estimate the cost of repairs or replacement of damaged properties, and work primarily in disaster-affected areas.
