Duties

This series covers positions managing, supervising, leading, and/or performing administrative and management work.
  • Vacancies filled under this public notice may have varying levels of promotion potential and supervisory level, if any.
  • Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

As a Financial Administration you will:
  • Provide expert technical guidance in the analysis and reconciliation of a wide variety of integrated accounts.
  • Provide advice and assistance to other Headquarters, field, contractor and program offices requiring research, coordination and classification of complex financial management issues and unusual and difficult accounting system and/or operation problems.
  • Lead financial risk management and analysis, and DOE internal controls programs, financial management oversight, risk analysis, corporate reviews and analyses, management controls, accountability reporting, audit resolution and follow-up and related issues.
  • Lead coordinated input data for the Departmentwide enterprise risk management program that creates an integrated risk framework and assesses risk throughout the Department, quantifies risk limits, develop plans and monitor progress in risks mitigations.
  • Research, prepare, develop and defend white papers, position papers and memoranda in response to complex and unique areas or topics involving DOE and the federal financial environment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-07 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes:
  • Participating in monitoring financial transactions.

OR EDUCATION: One full year of graduate level education.

OR Superior Academic Achievement: Based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:
  • Researching, analyzing, and processing information related to financial transactions to ensure accuracy; AND
  • Applying pertinent laws, regulations, policies, and guidance to daily financial processes.

OR EDUCATION: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.

OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes:
  • Researching, analyzing, and processing information related to financial transactions to ensure accuracy; AND
  • Applying pertinent laws, regulations, policies, and guidance to daily financial processes; AND
  • Analyzing accounting records to solve financial problems and identify trends.

OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED.

OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
  • Performing a variety of financial systems assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports to meet management needs and requirements; AND
  • Analyzing accounting records to solve financial problems and identify trends; AND
  • Identifying and analyzing emerging financial issues and recommending appropriate courses of action.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS -13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes:
  • Performing a variety of financial system assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports to meet management needs and requirements.; AND
  • Identifying and resolving financial management issues for an organization; AND
  • Analyzing accounting records to solve financial problems and identify trends; AND
  • Preparing, reviewing, and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS -14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:
  • Performing a variety of financial system assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports to meet management needs and requirements.; AND
  • Preparing and validating financial and operational data to providing advice to management; AND
  • Preparing, reviewing, and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions; AND
  • Recommending and developing revisions to existing internal controls, accounting, financial reporting, financial policies, processes, and procedures.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service. Specialized experience for this position includes:
  • Developing revisions to existing and new internal controls, accounting, financial reporting, financial policies, processes, and procedures.; AND
  • Serving as a lead or supervisor to address policy issues that have a major impact on the department; AND
  • Preparing financial projections for the annual operating budget of a large entity; AND
  • Developing and applying new methods and approaches to improve budgeting, financial and accounting, operational, and management services, particularly in connection with long-range program goals.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.
