Duties

This series covers Program Support, Administrative Management, Program Evaluation & Risk Analysis, Policy Analysis, Staff Assistant, Outreach Specialist, Resources Management, Communications, or External Affairs positions managing, supervising, leading, and/or performing administrative and management work. Position titles may vary.

As a Administrative and Management Specialist you may:
  • Provide strategic advice to the Program Director and staff on communications strategy and managing the website, other online communications tools, press releases, print publications, and event planning and coordination.
  • Provide budget input to the supervisor for the assigned program/projects, and supplies justification as to the importance of efforts and the consequences of not providing the necessary funding.
  • Prepare communications such as the development of mission statements, special reports, etc. within assigned areas and respond in oral and written form to requests for information by determining the nature of the information required and assembling the material using the appropriate format and style based on needs and organization.
  • Interpret regulations for the States, DOE field offices, and professional organizations with respect to analysis and/or implementation of comprehensive program activities relating to the multifaceted energy efficiency and renewable energy initiatives required by various national program legislation or directives.
  • Address a wide variety of highly complex energy efficiency and renewable energy projects in an assigned area within the Office and recommends solutions to project problems of an especially complex, difficult, or sensitive nature.
  • Assure that projects proceed in a manner consistent with approved objectives, costs, and schedules.
  • Coordinate with other organizations regarding work accomplishment, priorities, chains of command, and communication channels.
  • Change workflows and work assignments to balance workloads and increase effectiveness of operations and personnel utilization.
  • Collaborate with risk owners in tracking the implementation and revision of risk mitigation and issue corrective action plans.
  • Coordinate with internal and external stakeholders to track risk mitigation activities and its impact on the project implementation activities, using the enterprise risk/issue tracking tools.
  • Prepare and/or oversee preparation of scopes of work and determines schedules and budgets to achieve program goals.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:
  • Establishing and maintaining effective working relationships internally and externally; AND
  • Collecting and researching data for evaluations of programs/operations; AND
  • Reviewing, analyzing, and providing information from multiple applications.
OR EDUCATION: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.

OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes:
  • Managing and coordinating various projects within a department; AND
  • Collecting and researching data for evaluations of programs/operations; AND
  • Researching laws, regulations, guidelines, and approved procedures to provide findings.
OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED.

OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
  • Managing and coordinating various projects within a department; AND
  • Collecting and researching data for evaluations of programs/operations; AND
  • Researching and interpreting program related laws, regulations, guidelines, and procedures; AND
  • Analyzing, summarizing results, and providing appropriate and applicable recommendations.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS -13 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes:
  • Performing formal and informal briefings and presentations to high-level management; AND
  • Evaluating impacts of new policies and procedures to determine the effectiveness in meeting department goals and objectives; AND
  • Researching and interpreting program related laws, regulations, and guidelines and making recommendations for improvements.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS -14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:
  • Evaluating, summarizing, and preparing reports on risks and operational weaknesses; AND
  • Communicating issues, justifying conclusions reached, and recommending courses of action; AND
  • Evaluating impacts of new policies and procedures to determine the effectiveness in meeting goals and objectives; AND
  • Researching and interpreting program related laws, regulations, and guidelines and making recommendations for improvements.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS -15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service. Specialized experience for this position includes:
  • Preparing communications such as the development of mission statements and special reports within assigned areas; AND
  • Developing and implementing tools and techniques to support efforts to evaluate, summarize, and prepare reports on risks and operational weaknesses; AND
  • Provide oversight to a program area to ensure goals and objectives are met.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.
