A$ A' "A' ?Director of Contracts and Pricing, North Bethesda, MD (Hybrid) Direct HireHybrid (Must be able to drive to North Bethesda, MD)Due to our government client requirements, we can only consider US Citizen or a Green Card holders for this positionDescriptionThe Director of Contracts and Pricing is responsible for managing client engagement contracts. Reviews solicitations, proposals, bids and contract modifications that are complex in nature. Monitors and reviews assigned contracts to make certain requirements, special provisions, terms and conditions are in compliance with appropriate laws, regulations, firm policy and procedures. Develops and maintains relationship with government contracting officers and internal project teams. Assists project staff and senior management in providing interpretation, analysis, and oversight of project and corporate contracts, subcontracts, consultant agreements and budgets. Critical functions for this position include gathering, organizing, synthesizing, and analyzing data to respond to the requirements of an RFP and the specific budget/contract needs of project personnel.ResponsibilitiesContracts and SubcontractsCoordinates large/complex contract administration assignments and performs dispute resolution and cost and price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations and other applicable regulations.Ensure compliance with contractual terms and conditions, flow down requirements, and that contracts are in accordance with legal requirements, customer specifications, and government regulations.Manages contract negotiations, contract administration, front-end strategic assessment of business pursuits, and customer interactions to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications.Creates, writes, negotiates and reviews professional services contracts.Prepare and maintain various reports and tracking mechanisms for both internal and external distribution.Reviews and updates standard agreement templates while identifying terms and clauses in agreements that represent compliance risks.Ensure standard contracts practices are utilized across the organization with a focus on continuous improvement.Supervises a Subcontracts Administrator and a Budget/Pricing Analyst.Proposal Support/PricingAssist in the development of appropriate and creative winning strategies for proposals in response to RFP and task order solicitations.Review and approve Teaming and Non-Disclosure Agreements.Reads and interprets solicitations, contracts and modifications and directs contracts staff involved in proposal preparation.Assist in the preparation of cost/pricing proposals and the analysis of team proposal submissions. Prepare business proposals in response to RFPs.Assist in the development of proposal pricing strategies and establish sound contractual policy to facilitate successful contract implementationReview proposals prior to submission to ensure technical compliance.Provide timely contractual advice on critical areas such as OCI, performance-based acquisition and other areas of concern to the Project, Program and Business Leaders.Interface responsively with all levels of the organization and Government officials utilizing strong written and verbal skills. OtherResponsible for interfacing with customer Government Contract Administrators (eg, GSA, HHS, etc.) and preparing/submitting government reports.Responsible for preparing/updating and complying with government property procedures.Stay current with changing government and other requirements as they relate to the business.Operate effectively in a team environment collaborating and coordinating within Contracts and across the organization.Implement purchasing best practices to meet requirements for obtaining and maintaining a government-approved purchasing system and Contractor Procurement System Review (CPSR).Ensure compliance with company and governmental purchasing policies and requirements, including, but not limited to FAR/DFARS, Procurement Integrity, the Foreign Corrupt Practices Act (FCPA), foreign anti-bribery laws, and import/export regulations.Train/mentor company staff in contractual requirements and budget constraints.RequirementsMinimum of ten (10) years' experience in administration of Federal government contracts; strong preference for prior experience with major support services contracts with HHS.A Bachelor's degree in business or related field may substitute for a portion of the years of experience.Minimum of five years' experience in supervising other contracts professionals.Ability to negotiate terms and conditions, scope, cost and price of government contracts and subcontracts using strong analytical and negotiation skills.Deep subject matter expertise in federal government contracting, including proposal and contract compliance.Business acumen to support company growth by ensure contracting function is well-coordinated with other company functional areas.A level of interpersonal skills to be accepted as a trusted advisor by business leaders at all levels.Excellent communication and organizational skills.Please Note:Only those individuals selected for an interview will be contacted.No calls, inquiries, or Third-Party Vendors please.We are an equal opportunity employer (Unable to sponsor H1B Visas).$1000 Referral Bonus - .COVID-19 Vaccination Requirement: To protect the health and safety of its employees and to comply with customer requirements, our client may require employees in certain positions to be fully vaccinated against COVID-19.
