Duties

This position is located in the Veterans Crisis Line (VCL). The position supports VCL operations, and provides end users, supervisors, upper management, and other VHA organizations with analytical and statistical information. VCL operations are located at six major sites in Atlanta, Georgia; Canandaigua, New York; and Topeka, Kansas. This position can be located at any of the VCL duty station locations and/or virtual. This position reports to the Analytics Manager.

In this position, you will serve as Program Analyst. Typical work assignments include:
  • Helping to manage documents and historical records to maintain data accuracy and integrity of databases, spreadsheets, tables, and data warehouse.
  • Identifying irregularities in statistical trends or in statistical data.
  • Evaluating, selecting, and modifying statistical methodologies and techniques to determine the most appropriate procedures for efficiency, reliability, and feasibility in call center operations.
  • Coordinating the determination of the scope of surveys, optimum sample sizes, appropriate sampling procedures, and quantification of the reliability of estimates based on samples.

This is a remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2022.

You qualify for the GS-09 grade level if you possess one of the following:

A. One full year of specialized experience equivalent to the GS-07 grade level or equivalent pay band in the Federal service performing the following duties:
  • Utilizing knowledge of call center operations to assist with determining successful methodologies and techniques for implementation;
  • Preparing comprehensive reports on call center metrics for management or supervisory officials;
  • Utilizing historical data to determine methods to increase organizational and individual performance within a call center; and
  • Identifying trends and peak periods within a call center.

    OR

    B. Have a Master's or an equivalent graduate degree.; OR I have completed two (2) full years of progressively higher-level graduate education leading to a such a degree.; OR LL.B. or J.D., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

    C.Have a combination of specialized experience as described in 'A' and graduate education as described in 'B' that, when combined; equal 100% of the qualification requirement. NOTE: Only graduate education in excess of the first 18 semester hours may be used in this calculation.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

Wearing a face mask is required when an exemption to the influenza vaccination has been granted.
