Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Formulate and recommend policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of accessibility guidelines and standards
  • Conceptualize and develop study plans, conduct fact finding, analyze data, and prepare and present findings and recommendations to determine the adequacy of present systems and to improve accessibility guidelines and standards.
  • Provide technical assistance to the public on accessibility standards for buildings and facilities issued under the ADA and ABA and for and medical diagnostic equipment (MDE) by responding to inquiries the Board receives on its helpline or by email. Some responses may require consultation with Board technical or legal staff and, on occasion, outside sources, such as other federal agencies and codes or standards organizations.
  • Provide technical interpretations or clarifications of the ADA and ABA Accessibility Standards and the MDE Standards upon request to Board staff, federal agencies, and various stakeholders, including advocacy groups, codes or standards organizations, professional associations, trade groups, and industry.
  • Research issues, collect and analyze information, and draft content for published guidance and learning modules on the ADA and ABA Standards and the MDE Standards, such as technical bulletins, videos, and animations. This work includes drafting clarifications of provisions in the standards and responses to commonly asked questions, identifying best practices, outlining or storyboarding explanatory videos or animations, and providing direction to illustrators and animators.
  • Assist the Board in rulemaking to review, update, or supplement the ADA and ABA Standards and the MDE Standards. This includes staffing Board advisory committees, researching issues, drafting technical content of advances notices and proposed rules, analyzing public comments, recommending policy decisions to Board management and members, and finalizing technical content of rules.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
  • Collecting and reviewing information related to the Americans with Disabilities Act (ADA) and/or the Architectural Barriers Act (ABA); AND
  • Researching laws, regulations, guidelines, or procedures; AND
  • Providing draft technical assistance and guidance, orally and in writing, on accessibility guidelines and standards.
OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related. (Attach a copy of transcripts to ensure you receive proper credit).

OR You may qualify by a combination of experience and education. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimal level required for the position. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. (Attach a copy of transcripts to ensure you receive proper credit).

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
