Duties

The Specialist supports the ODA Office by providing program support and assistance in analyzing and identifying safety compliance issues. As a specialist for investigating, researching, developing, and evaluating technical issues to effectively meet operational requirements and program goals. Performs multiple, varying, and complex assignments under the limited direction of a manager. Assignments may require knowledge and experience working across functional and/or organizational lines.

The Aviation Safety Program Compliance Specialist provides program compliance and enforcement support, including extensive research, analyzing and evaluating technical issues to improve programs and policies. Investigates compliance issues to develop, integrate, and implement solutions to diverse, complex problems for meeting operational requirements and program goals related to Organization Designation Authorization (ODA) Office. Performs multiple and varying complex work assignments under limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. Assignments may require knowledge and experience working across functional and/or organizational lines.

Applies technical knowledge on matters pertaining to aviation safety statutory and regulatory requirements to support the implementation of key policies and safety performance activities of collaborative teams comprised of FAA employee groups, representatives from the aviation industry, and other resources to accomplish organizational objectives. Conducts regulatory compliance reviews, outreach, staffing support, writing, research, and other functions to facilitate timely submission of AVS deliverables. Works with team members or as a contributing specialist to accomplish large work activities within the established schedules. Performs research and analysis to support activities associated with identifying emerging and changing performance, risks, and development of performance strategies and metrics. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Provides guidance to lower-level technical staff on how to solve difficult technical issues.

Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules. As a team member assists in monitoring the execution of the program portfolio and its component projects, ensuring that it continues to meet its original objectives. Assists more experience specialist in the implementation of quality control programs. Uses qualitative or quantitative methods to assess the quality control of key safety system programs to assess and identify shortfalls and recommend solutions for preventive action, measure progress, continuous improvement.

Contacts are internal and external. May act as a key technical point of contact for assigned activities. Communicates overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external. Contributes to the preparation of management and technical reports, which include participation in technical working groups and ad hoc advisory committees to gather information. Uses established policies/procedures to provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience working as part of or with an Organizational Designation Authority (ODA) or Organization Management Team (OMT) on a wide variety of technical issues, policy issues, and tasks related to the principles and practices as it applies to aviation safety.

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor
for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): Skill in fulfilling the responsibilities of an ODA Holder, working with an ODA Unit, or conducting oversight of an ODA Holder in an aviation environment.
