Job Announcement

Exciting opportunity to manage the data and evaluation activities of the Diversion First initiative and the Community Services Board. Diversion First is a collaborative effort to offer alternatives to incarceration for people with mental illness, co-occurring substance use disorders, or developmental disability, who come into contact with law enforcement for low level crimes. The Community Services Board provides clinical services and supports to individuals and families with mental health, substance use and co-occurring disorders, and developmental disabilities.

As a member of the Community Services Board's Analytics and Evaluation Team, performs advanced-level data analysis, developing capacity for internal and external reporting, compiling and analyzing complex information from agency electronic health record, public safety, and other data sources. Analyzes data and creates reports and dashboard to measure the impact of interventions, assess progress for state and county initiatives, demonstrate efficiency and effectiveness of the service systems. Evaluates performance against county, state, and federal outcomes targets and requirements. Identifies gaps, trends, or patterns in complex datasets. Creates data visualizations and reports to present findings to a variety of audiences. Analyzes business practices and provides guidance and recommendations to management to improve data quality and outcomes. Leads workgroups and collaborates extensively with multiple agencies such as the Police Department, Sheriff's Office, Court Services, Fire and Rescue, and Public Safety Communications, and the Department of Information Technology. Serves on agency, county, state, and national workgroups in support of agency priorities.

Illustrative Duties

  • Serves as lead technical expert for data acquisition, management, analysis, and interpretation of large amounts of data to provide actionable insights for data-driven decision making and quality improvement efforts for agency, county, and state initiatives;
  • Works collaboratively with leadership, staff, and partner agencies to assure a system-wide, coordinated approach to data collection and reporting;
  • Leads projects through all stages of the analytics lifecycle to measure impact of services, assess progress for initiatives, ensure data quality, identify gaps, and improve outcomes;
  • Develops data sets and extracts, data standards, and data models to ensure complete, accurate, accessible, and shareable data for analytics projects and final publications and projects;
  • Identifies data errors and gaps that impact accurate reporting;
  • Recommends and implements improvements, such as changes to business practices, data collection and related processes and procedures;
  • Manages the allocation of staff and other resources among projects and research studies;
  • Mentors and/or supervise lower level analysts and manages their professional development;
  • Reviews and approves statistical processes, project methodologies and final products to ensure the appropriate legal, ethical, statistical and quantitative analysis procedures are followed;
  • Provides guidance, support and quality assurance oversight to other County agencies on matters related to quantitative analysis and research methodology;
  • Provides support to local elected officials and senior County management on issues of forecasting and quantitative methodology;
  • Prepares, submits and monitors economic and demographic research budget and training requests for staff;
  • Facilitates discussions with staff, leadership, partner organizations and other stakeholders to develop and standardize data entry, management, and analysis processes;
  • Facilitates user requirement sessions for data analysis and standardization; gathers and documents business data and analytics requirements;
  • Synthesizes data, creates reporting tools, and develops data visualizations, published reports and business intelligence dashboards for all levels of the organization, providing data to support agency initiatives;
  • Defines reporting objectives, research methodologies, and assists with development of metrics and measures to assess program performance and ensure compliance with all local, state, and federal regulatory reporting requirements;
  • Analyzes and interprets data and information to support quality improvement processes; applies current literature, relevant research, and knowledge of best practices to make recommendations on improvement strategies and policy changes;
  • Develops presentations, narratives, tables, and graphs in a variety of formats that are appropriate and understandable to a range to audiences;
  • Utilizes large, complex relational databases and statistical techniques to perform data analysis and program evaluation;
  • Utilizes statistical packages, reporting programs and tools, and business intelligence software, including, but not limited to, agency Electronic Health Record reporting platform, GIS, SPSS, SQL, and PowerBI.

Health and Human Services
  • Creates complex data models and reporting schemas and conducts comprehensive analyses of healthcare system services and patient outcomes to measure progress of initiatives.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four year college or university with a bachelor's degree in, analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field; Plus four years of professional work experience in data research, quantitative analysis, modeling and forecasting, statistics, data science, data analytics, or policy analysis.

CERTIFICATIONS AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, driving record check, and sanction screening to the satisfaction of the employer. This position is emergency/essential services personnel.

PREFERRED QUALIFICATIONS:
  • Strong analytical skills with the ability to collect, analyze and disseminate significant amounts of information with attention to detail and accuracy.
  • Considerable knowledge of relational databases, with ability to create advanced SQL queries to retrieve and report data.
  • Experience using and knowledge of data architecture, design, modeling, mapping, extraction, transformation, exchange, manipulation, and load techniques.
  • Knowledge of statistics and experience using statistical packages to analyze datasets. (SPSS, SAS, Excel, etc)
  • Experience with and advanced knowledge of data analytics, demographic and statistical data and research practices of federal, state and local government.
  • Experience with a wide variety of software & reporting tools to create infographics and data visualizations (Microsoft PowerBI, Tableau, GIS mapping, graphic software packages, etc)
  • Experience working with electronic health records in a behavioral health setting.
  • Experience working with criminal justice and public safety records.
  • Knowledge of program evaluation methods.
  • Experience managing multiple projects and assignments.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and performed both in an office environment and various community-based settings. Ability to communicate with others, use keyboard driven equipment, and travel to other sites to attend meetings. All duties performed with or without reasonable accommodations.
