This position applies social science research and data journalism techniques to collect, analyze, and communicate effectively about housing data. Draws insight from data analysis to "tell the story" to internal and external customers. Responsible for the collection and integrity of performance data to meet various federal, state and local reporting requirements. Applies data governance, management, and process improvement skills to develop and increase the systematic collection, use and reporting of data for the agency. Works with staff and agency leadership to assure a systemwide, coordinated approach to data collection and reporting. Plans, executes, and guides analyses to gain insight for operational or policy decisions. Performs related work as assigned. Position works u nder the general direction of the Associate Director of Policy. Note:

Salary offer will not exceed $96,254.08 (midpoint of the range.) Illustrative Duties

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers. Required Knowledge Skills and Abilities

- Proven experience applying qualitative, quantitative, and analytical skills on the job.
- Proven experience identifying trends within data originating from complex systems; drawing insight and interpreting data; and clearly communicating findings.
- Excellent verbal and written communication skills.
- Knowledge of affordable housing policies, programs, and best practices
- Ability to use spreadsheets and statistical analysis software packages to store, manipulate, analyze, and present data.
- Experience developing data visualizations, dashboards, or other tools to convey data and insights to a wide audience.
- Knowledge of data governance, data management, and process improvements practices to standardize the use of data and streamline organizational practices.
- Success at collecting, managing, and reporting federal, state and local program outcome and performance measures as required.
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 pounds (all duties).
