Job Announcement

Works as an experienced Workforce Planning Analyst (Human Resources Analyst II) to provide analytical expertise and assistance with the design, administration and maintenance of the classification and compensation program. Conducts position reviews and analysis in accordance with the county's classification plan. Analyzes and processes moderately complex HCM organizational changes in FOCUS and serves as the county-wide expert regarding position control and job class maintenance processes. Provides training to employees/supervisors in such areas as writing position descriptions and understanding the position control and classification processes.

General
  • Responds to customer needs of average difficulty, applying standard practices and regulations;
  • Develops and maintains effective working relationships with customers;
  • Researches, assesses, and analyzes situations;
  • Develops options and strategies to resolve issues, problems, and complaints;
  • Manages assigned special projects and programs;
  • Answers questions as knowledgeable resource in one or more functional area;
  • Recognizing the implications of proposed changes, identifies and collaborates with appropriate individuals and groups to develop and implement the changes.

Classification
  • Under the leadership of a senior classifier, aids county managers in creatively solving difficult problems in the areas of classification, compensation, staffing, organizational development, etc;
  • Conducts classification and/or compensation studies of average difficulty, and participates in more complex reviews under the leadership of a senior classifier;
  • Drafts class specifications for new or revised classes, coordinating changes with affected parties;
  • Provides training to employees/supervisors in such areas as writing position descriptions and understanding the position control and classification processes.

  • Knowledge of human resources administration and management principles and practices as they apply to various functional areas;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in personnel administration, public administration, or a related field plus two years of professional-level human resources experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • Some experience working with classification within a merit based system;
  • Experience working with managers;
  • Experience in analyzing and processing Human Capital Management Changes (HCM);
  • Experience in analyzing and maintaining job class changes in FOCUS and Ne-Gov.

PHYSICAL REQUIREMENTS:
This position is generally sedentary in nature; however, the essential job duties include walking, standing, sitting, climbing stairs, reaching, and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; and may require one to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
