Job Announcement

Serves as chief of budget functions and senior grants manager, supervising a professional-level staff. Ensures department is in compliance with the applicable state, federal and county requirements, financial policies, regulations, and procedures. General responsibilities include, but are not limited to, directing all budgeting, purchasing, and payment activities and overseeing audit processes; directing all fiscal components of grant management and organizational strategy recommendations; supervision of a professional level staff and maintain strong internal controls; analyzing and researching the fiscal impact of policy and/or program changes; department specific financial reports and complex analytical and statistical reports, completes required deliverables for annual, third quarter, and carryover budget processes, the State Performance Contract fiscal report and makes presentations to executive leadership. Develops and maintains linkage with clinical and operational department heads, to ensure clear understanding of needs of the regional programming to better meet the fiduciary needs of the agency while also maintaining strict adherence to funding support from the various sources (federal, state, local).

  • Prepares or oversees the preparation of large, complex agency budget;
  • Directs all budgeting, purchasing, and payment activities for the agency;
  • Oversees development and implementation of fiscal management and accounting procedures for the agency;
  • Coordinates and oversees audit processes;
  • Prepares grant proposals and reports;
  • Ensures compliance with all applicable Federal, State and County regulations and procedures.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A Master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

Occasional overtime for seasonal deliverables may be required. This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:
  • Master's degree in public administration, business administration, public policy, finance, government, or a related field and extensive knowledge of and experience with budgeting, forecasting, revenue analysis, grants management, financial auditing, quantitative analysis, and managing multiple funding streams.
  • At least five years of experience with researching, preparing, and presenting reports to county executives and senior managers, and various committees, boards, and commissions participating in a variety of high-level and cross-departmental task forces and work groups; and actively participating on strategic, organizational development, and redesign projects.
  • Considerable experience using computer systems and applications.

PHYSICAL REQUIREMENTS:
The work is generally sedentary and is usually performed in an office environment. The employee is required to attend evening meetings off-site, make presentations and communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
