Job Announcement

Manages contract initiation, implementation, and procurement support for county construction project contracts administered by DPWES and architectural and consultant services contracts related to those projects. Supervises contracting practices and SOPs to ensure contracting practices are consistent across Capital Facilities and in accordance with current DPWES and Purchasing Resolution requirements. Provides support for contract management and compliance activities by assisting in contract training for appropriate DPWES and other County staff involved in professional services and construction contracting. Reviews and evaluates contract record of negotiations, recommendations for approval and documents as required prior to execution by the Deputy Director. At direction of Deputy Director, may coordinate contract issues with the Office of County Attorney and other county agencies as required. Provides contracting assistance and guidance to all areas of DPWES capital project design and construction, as necessary. Ensures appropriate contract data is obtained and maintained including but not limited to, Small, Women and Minority (SW&M) information, wage rate data, overhead data, etc. Supervises the database and metrics related to SWaM, overhead rates, profit rates, wage rates, prevailing wage, etc. Ensures data collected is accurate. Responsible for supervision of CAP Contract Analysts. Conducts performance evaluations and oversees the functions of all of all assigned direct report(s). Candidates must have excellent written, analytical, and verbal communication skills.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in business administration, public policy, public administration or a field related to the assigned functional area; plus four years of professional level experience in contract administration or a related field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. PREFERRED QUALIFICATIONS:
  1. 4 years of experience in one or more of the following: contract solicitation, proposal development or contract administration in the public sector.
  2. 4 years of experience reviewing and evaluating contract record of negotiations and providing contracting assistance to capital improvement projects related to design and construction.
  3. Extensive knowledge of principles, practices and techniques relating to procurement and contract administration of professional services and construction contracts.
  4. Course work or experience in quantitative analysis.
  5. Advance experience with Microsoft Office Suite applications.
  6. 2 years of supervisory experience or leading a team of professional related to construction contracts.
  7. 2 years of experience with project management/construction management software.

PHYSICAL REQUIREMENTS:
Ability to read contract documents, develop spreadsheets, and retrieve complex data. Ability to provide verbal directions to subordinate staff and communicate via telephone with staff in other County Agencies. Ability to produce and present complex data and prepare reports.
Work is generally sedentary; however, employee may be required to walk, stand, bend, and carry items less than 15 pounds in weight. Must be able to operate keyboard and scanner driven equipment. Visual acuity is required to read data on computer monitor. Ability to sit and work at a computer terminal for extended periods of time. All duties performed with or without reasonable accommodations.
