Job Announcement

Under the direction and supervision of the immediate supervisor and/or the Assistant Director of Operations and Maintenance, manage and coordinate commercial building maintenance projects; plans, monitors, schedules, and budgets, the work of vendors and/or construction contractors carrying out a portfolio of maintenance and small construction projects. Develops project scope of work. Reviews work for compliance with federal, state and county codes. Provides quality control oversight for work in progress and ensures work meets budget, timeline, and operational needs; ensures that required field inspections are conducted to verify compliance with Virginia Uniform Statewide Building Code, as well as other Commonwealth laws and regulations relating to construction projects. Identifies conflicts in construction process, evaluates possible solutions and their impact and communicates for immediate resolution. Develops estimates and verifies invoices for payment; participates in contract administration and negotiations. Reviews details of project documents, drawings, and specifications to make sure all requirements are met. Continuously monitor and document vendor and contractor field performance. Ensures complete and accurate project documentation; prepares reports, studies and evaluations on contracts and bid documents. Administers blanket purchase orders for maintenance and repair contracts. Plans, monitors, schedules, and coordinates the work of vendors and contractors carrying out repair, preventive maintenance and minor improvement projects and performs related duties as required. Note: This position is considered emergency essential. Flexible working schedule is required as well as overtime, call-back, and on-call.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus one year of experience in construction, building maintenance projects, code enforcement or inspection work.

PREFERRED QUALIFICATIONS:

Minimum of three (3) years’ experience managing projects or as a superintendent. Minimum of three (3) years’ experience with technical knowledge of the operation and maintenance of critical building systems (mechanical, electrical, plumbing, life safety and building envelope).

BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance, or a related technical area.
This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract oversight or supervision.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trade’s supervision, paraprofessional technical, inspection and related fields to professional level project management work.

NECESSARY SPECIAL REQUIREMENTS:
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Must be able to access facility equipment rooms. Must be mobile, able to stoop, bend, navigate tight spaces, and walk on uneven ground. Must be able to climb ladders.
Eyesight adequate to review engineering duties. All duties may be performed with or without reasonable accommodations.
