The Department of Environmental Protection is seeking to fill a Senior Engineer position within the Watershed Restoration Division to oversee the Dam Safety program and manage Major Structural Repair projects. The Department is responsible for maintaining 10 significant and high hazard dams and levees owned or operated by the County. This position develops and updates the Dam Emergency Action Plans for each County operated dam, coordinates training exercises as required, and coordinates annual dam safety inspections to comply with the Maryland Department of the Environment (MDE) Dam Safety requirements. The incumbent of this position oversees the Dam Emergency Response Program and works with the Emergency Operations Center to activate the dam emergency response procedures during significant, hazardous weather events. In addition, this position is the lead engineer for major structural repairs to stormwater facility projects including large scale dredging and sediment removal, replacement or relining of failing principal spillway pipes, replacing failing riser structures, and repairing and upgrading dams to meet the current safety standards.

Key responsibilities include, but are not limited to:

  • Serving as lead engineer and design project manager for major structural repair projects which includes developing task orders and scope of services; ensuring engineering firm’s compliance with the scope of services; reviewing contract documents and construction cost estimates and contract specifications; applying for and managing grant applications; reviewing and approving invoices; providing project status reports; coordinating public meetings; and providing technical assistance to other engineers.
  • Serving as the Dam Administrator for the County which includes coordinating and managing all Dam Emergency Response situations; coordinating the annual updates of the Emergency Action Plans; conducting training for primary and secondary dam operators; and managing the annual Dam Safety inspections of high and significant hazard dams.
  • Providing technical engineering support and guidance to staff on maintenance and repair issues of stormwater management facilities and working closely with department staff and agency partners in providing consistent technical maintenance guidance including reviewing plans and assisting with design concepts. 
  • Providing input for prioritizing stormwater facility repair projects to assist the Section Chief with developing the short and long-term budgets. 
  • Performing other supporting engineering functions such as reviewing special projects, participating in department coordination meetings, Stormwater Management Facility Abandonment committee, and assisting with tracking, measuring, and reporting division metrics.

The successful candidate must have the ability to work in a collaborative environment within a large organization with multiple priorities and have excellent interpersonal and communication skills.  Registration as a Professional Engineer is preferred.

This position requires possession of a valid driver's license and the ability to drive a County vehicle to attend meetings, visit sites for field investigations and dam inspections, conduct surveys, and/or observe or inspect construction sites, and perform other work at locations throughout Montgomery County.  The ability for frequent and immediate travel to sites is required for Dam Administrator duties.

The work involves physical effort such as occasional standing for long periods and/or walking over rough and uneven constructions sites, and occasional stooping, bending, reaching, and climbing at construction sites.

Occasional evening and/or weekend work outside of normal business hours may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Experience:  Considerable (5 years) experience in contract and project management, design and construction of stormwater management ponds, Environmental Site Design (ESD) and inspection of stormwater management facilities is required. 

Education:  Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, with specialization in Environmental or Water Resources Engineering. Registration as a Professional Engineer may substitute for the degree.

Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.


There are No Preferred Criteria Assessments.  All applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview. 

Preference for interviews will be given to applicants with experience in the following:

  • Maryland Professional Engineering License in Civil Engineering. 
  • Expertise in Dam Safety, in terms of design and maintenance, including all dam components (embankment, core, filter drain interface, principal and emergency spillways, riser, Dam Breach analysis, upstream flooding condition), working with all stakeholders regarding Dam Safety, and organizing a large team for dam emergency response and developing the dam monitoring and inspection procedures.
  • Experience with inter-agency communications, including but not limited to Federal, State, and municipal government agencies. 
  • Knowledge and experience implementing complex multi-task engineering programs including the use of program management tools and contracts to achieve program goals on schedule and within budget.
  • Experience in the preparation of task orders, bid documents, specifications, and cost estimates; managing contracts; product quality control; and the approval and processing of contractor payments.
  • Experience providing oral communication (such as giving presentations, speaking to the public to convey technical information on watershed management programs, training, etc.), and written communications (such as reports, memos/letters, proposals, site plans, etc.) for lay audiences, citizens, contractors and/or elected officials.
  • Experience using at least one or more of the following: Geographical Information Systems, AutoCad as a tool used in watershed assessments and project designs, and/or Microsoft Project and standard software packages including the Microsoft Office Suite.
  • Experience organizing a large team for dam emergency response and developing the dam monitoring and inspection procedures
