We are looking for a risk management subject matter expert (SME) to support the US Immigration and Customs Enforcement (ICE)'s Component Requirements Executive (CRE)'s Requirements Unit (RU), by facilitating implementation of an Enterprise Risk Management (ERM) framework across the organization.Primary responsibilities will include:Work with government staff to facilitate implementation of a risk management governance structure acceptable to ICE executive leadership.Follow guidance set forth in OMB Circular No. A-123, Management's Responsibility for Enterprise Risk Management and Internal Control (as updated), and Playbook: Enterprise Risk Management for the US Federal Government (as updated), compiled by US Chief Financial Officer Council and the Performance Improvement Council.Provide program management support to the risk management governance structure once it has been established.Identify and catalog risks across the ICE enterprise, interviewing ICE managers and operators within each divisional sub-organization, as necessary.Determine and implement the most appropriate method for prioritizing cataloged risks and then apply this prioritization to the risks identified, iterating as necessary.Develop a range of potential responses by ICE to the prioritized risks and present this report for actionable consideration by the ICE risk management governance structure.Gather data on the outcomes and effectiveness of ICE's risk response decisions and work with Enterprise Requirements and the Office of Investment and Program Accountability (OIPA) to maintain the ICE risk registry.Assist Enterprise Requirements and OIPA with updating ICE risk management procedures and governance as required by new or updated guidance from OMB or other regulatory bodies.Participate in the Strategic Planning efforts, to inform ICE decision-makers on future investments.Required QualificationsBachelor's Degree or higher and four (4) years of relevant work experience.at least one year of prior experience in facilitating the development and functioning of an Enterprise Risk Management (ERM) structure and process within an organization of the federal government.Have functional knowledge/experience with Microsoft Project, Word, Excel, PowerPoint, and SharePoint.Employ a proactive approach to spotting problems, areas for improvement, with an ability to offer and implement solutions to resolve these problems.Ability to collaborate, build relationships and influence individuals at all levels in a complex environment.Excellent written and verbal communication skills, with a strong attention to detail.Desired QualificationsKnowledge of the business management operations of ICE and the Joint Requirements Council.JRIMS and SELC expertise.Familiarity with OMB Circular No. A-123, Management's Responsibility for Enterprise Risk Management and Internal Control, and the Playbook: Enterprise Risk Management for the US Federal Government.DHS EOD cleared.About BluePathBluePath Labs combines mission and business insights with advanced technologies to deliver measurable performance improvements for our clients.
