The Vice President of Administrative Services / Chief Human Resource Officer (CHRO) will create and implement successful processes, improving administrative and human resource policies to promote growth for VHC employees as well as the hospital as a whole. This team member is responsible for planning, developing and executing human resource strategies in accordance with VHC Health's organizational standards and legal guidelines. They will support the overall business plan and strategic direction of VHC Health and has direct responsibility for the departments of the organization which include Performance and Talent Management, Talent Acquisition, Training and Development, Succession Planning, Engagement, Benefits, Compensation, Occupational Health, Policy, and Compliance. The VP/CHRO provides strategic leadership abilities by formulating and communicating human resource needs and plans of action to the Executive Management Team, committees, and the Board of Trustees. Qualifications: Bachelor's Degree in a Related Field required. Advanced Degree preferred. Three years of Managerial experience preferred. Responsibilities: This position is directly responsible for the oversight of and providing leadership to managers within the functional areas of: Human Resources, Performance & Talent Management, Talent Acquisition, Learning & Development, Engagement, Benefits, Compensation, Occupational Health, Policy, and Compliance. The CHRO is indirectly responsible for all employees within these areas.Plans, directs and evaluates, through subordinate management and in conjunction with service line and hospital leadership, the operations, programs, systems and resources of the division. Ensures that all activities are conducted in a timely and cost-effective manner and in compliance with organizational values, professional standards, internal policies/standards/procedures and applicable regulatory requirements; produces and presents reports on key performance indicators and other significant benchmarking.Sets the appropriate and necessary fiduciary, ethical and professional tone of the Conducts all business in an ethical manner above reproach, and does not place the division or hospital in any negative, compromising or liable situations.Operates division in accordance with current hospital administrative and personnel policies. All appropriate policies are promulgated to staff, with positive attitude toward their compliance. Non-compliance is dealt with, as necessary, to include disciplinary action.Coordinates the division's efforts with the objectives and plans of senior management and the Board of Reports on regular basis operational systems progress to the CEO.Provide insightful, innovative thinking and problem solving on critical HR issues.Develop and implement compensation and benefit practices and philosophy to ensure plans are competitive and cost-effective.Provide HR guidance on special projects, HR analytics & reporting, talent reviews, training, change management and organizational design.Optimize the HR function, HR team, modernize and refine key processes and activities aligned toward achieving strategic objectives.Develop and implement an HR plan that aligns with the overall mission and strategy of the organization, resulting in innovative, best practices and policies that will service the full range HR needs and help build a high-performing culture of success, accountability, transparency, and collaboration.Oversee the core functional HRIS/People Technology processes, working in concert with This includes business processes, organizational change, integrations, data reporting, and upgrades.Represent the Hospital in all EEOC claims. Attends all fact finding conferences on charges of discrimination at the EEOC. If legal advice is needed, assures that the hospital is properly represented. Offers the most appropriate way to handle all charges.Assures compliance with federal and state laws on all matters relating to Human Resources Administration for the hospital. The legal consequences are anticipated, reviewed, a and reported to the Hospital Administrator. Legal counsel is consulted when appropriate.Organizes and maintains Human Resources Office. Office is organized and maintained to assure the efficient utilization of human resources. Human Resources employees are trained and motivated to use their time, effort and skills to the highest degree.Advises all employees on personnel.Acts as an advisor to all employees on all matters relating to Human Resources Administration. Maintains an "open door" policy.All policies are properly implemented at all levels throughout the hospital. Policies are written and revised when appropriate. All policies are reviewed yearly.Directs the activities of the Appeals Assures an effective, fair, and swift handling of all aspects of an appeal filed with the Hospital. Confidentiality is maintained and employees are assured of no retaliation of any type.Establishes, in conjunction with administration, realistic, obtainable goals for the division on an annual Written department goals are mutually agreed upon between the Vice President, Sr. Vice President/Chief of Operations, and the CEO.Determines resources needed to accomplish the performance objectives of the division and oversees activities and resources in a manner that is fiscally responsible and in accordance with VHC policies and standards; prepares, or directs the preparation of, the annual operating/capital budget for the assigned function(s); identifies, aligns and optimizes resources to positively impact organizational strategies toward achievement of goals; exercises effective cost control by monitoring and adjusting expenses as needed to stay within budget; ensures that administrative infrastructure is in place to maximize revenue capture; approves expenditures within defined scope of responsibility; identifies negative variances and develops action plans to document, address and effectively resolve in a timely manner; oversees the preparation of complete and accurate financial, budget, activity and productivity information, including variance reports, financial projections and other statistical reports; keeps President, CEO and CFO apprised of all issues with potential for budgetary impact.Ensures full compliance with internal/external legal and regulatory standards and requirements, and that effective control procedures are in place and fully functioning to preclude improprieties from occurring; monitors the effectiveness of current practices in meeting expectations and producing desired.Keeps abreast of changing regulatory requirements/regulation, clinical/professional standards, changing customer demographics and competitive industry practices impacting assigned functions, as well as organizational initiatives/changes with potential to impact current strategies, programs, resources, and facilities; determines nature/scope of impact on existing activities and determines effective response/solution while maintaining acceptable service levels and work.Directs the development, implementation and evaluation of new/revised standards, policies, procedures, guidelines, training materials and/or general communications in support of the division to ensure consistency with the philosophy/values of the VHC Health and compliance with applicable regulatory/accreditation requirements; ensures that all clinical and related support activities are fully documented in accordance with the standards and practices of the organization; ensures that employees understand and apply internal guidelines appropriately, and monitors compliance with all regulatory.Develops, implements, monitors and evaluates systems/initiatives/programs to facilitate performance/quality improvements in keeping with strategic objectives and regulatory requirements; conducts ongoing assessment of the strengths and weaknesses of the division to better understand/identify future needs and challenges; evaluates existing systems/program/priorities and future potential to make recommendations for growth, and expansion.
