Human Resources Business PartnerJob Location: 415 North Zarfoss Dr, York PA 17404The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. This position is responsible for performing routine tasks required to administer and execute the various functional areas of Human Resources to include employee recruitment and selection, onboarding, benefit and leave administration, and employee relations to fit the organization's mission, vision, and strategic goals to ensure that all employees and applicants are treated as valued customers. Some of the Essential Duties and Responsibilities:Achieves the Authority's mission and strategic goals by performing a wide variety of HR-related duties. Provides customer service and answers questions from employees and the general public, both in-person and by telephone, regarding human resources inquiries. Administers the human resource function, including leave administration, unemployment, employee relations, invoice processing and records management/HRIS; monitors the terms and conditions of employment to ensure compliance with State and Federal laws. Establishes positive and effective employer-employee relationships by presenting employment offers to candidates and facilitates the on-boarding process. Conducts new employee orientation for new employees. Supports benefit administration for employees to include newly eligible, qualifying events, terminations, and open enrollment. Explains the benefits package to new employees and answers questions for employees on benefits issues. Communicates problems to insurance carriers and or broker and follows up for resolution. Handles necessary processing in various carrier and broker systems regarding enrollments and terminations. Administers the drug and alcohol program through established policies to include pre-employment, post-accident, random, and reasonable suspicion and maintains DOT FTA Compliance. Manages leave administration for employees to include FMLA and non-FMLA, ADA, STD and LTD. Handles initial requests for leave along with recertification and tracking of applicable leaves. Contributes to organization's effectiveness by supporting direction and change initiatives that balance the expectations and needs of the organization, its employees, and other stakeholders; assists with training and development initiatives that support the strategic direction; assists with the performance evaluation process. Recruits and interviews for exempt and nonexempt employees as needed to support the recruitment efforts of the Authority. Collaborates with departmental managers to understand skills and competencies required for openings. Presents employment offers to candidates and facilitates the on-boarding process. Conducts and coordinates pre-employment paperwork. Administers various human resources plans for all employees through partnering and counseling staff on HR policies, practices and procedures. Conducts investigations of complex and/or serious employment matters; provides counsel, training and technical assistance to employees, supervisors, and management on employment law and employment related issues and problems. Creates and maintains personnel files, separating medical and driver files as required by law. Processes and collects I-9 forms accurately, collects and maintains EEO forms - separately as mandated by law. Collaborates with payroll and assists as needed on processing progression, wage garnishes, paid time off, and terminations.Some of the Essential knowledge, skills, abilities and experience:HS degree or equivalent is required. Prefer college degree. Prefer a certified individual with SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR) or Sr. Professional in Human Resources (SPHR).Two years of experience in Human Resources preferred. Ability to understand transit system operation and service area.Understanding of HR legal requirements for compliance in carrying out duties and organizational initiatives.Understanding of driver competencies and ability to transfer that knowledge to evaluate candidates.Ability to be curious and learn from asking questions and to use active listening skills.Experience in using personal computers, applications, and proficiency in Microsoft Office, HRIS and applicant tracking system.Certificates and Licenses Required: Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
