A$ A' "A' ?OverviewVectrus is seeking a Design/Building Information Project Manager (BIM) professional to provide specialized and comprehensive CAD/BIM support to the National Geospatial-Intelligence Agency (NGA), Facility Programs Division (SIOF) involving all NGA Real Property, Plant, and Equipment (RPP&E) operations and management. The position is located at NGA Campus East located at Fort Belvoir North Area (FBNA), Springfield, VA. ResponsibilitiesThe qualified candidate shall support development and implementation of Agency-level Computer Aided Design (CAD) and Building Information Modeling (BIM) policies, processes, and procedures for real property, installed plant equipment and personal property management. This principally includes the application of project management expertise in the administration and practices of facilities operations within the Federal Government, to include planning, design, construction particularly within the context of related software implementation and utilization, and the integration of associated activities within automated systems. The successful candidate will:Provide expert-level technical expertise in the use and application of AutoCAD, BIM (Revit) and the Computer-Aided Facility Management (CAFM) application ARCHIBUS to support the development of facilities engineering plans, modeling, specifications, and designs for operations, maintenance, and support requirements to maintain NGA facilities.Provide necessary expertise and advice in the use and application of AutoCAD, Revit and ARCHIBUS to support updates of information modified or altered by facility engineering requirements and assist with input updates into supporting and supported NGA and DoD-mandated software (eg BUILDER), applications and systems.Support the development and application of NGA standard policies and practices to establish and provide the foundation for documenting, maintaining, and deploying agency-wide CAD/BIM standards into facility management business processes.Develop Plans of Actions & Milestones (POA&M) with appropriate metrics that ensure sustainment and execution of NGA's comprehensive facilities operations programs that complies with relevant Executive, DoD and IC directives and leverages the full capabilities of the applications used to manage them.Duties for this position include:Support the Agency with developing and maintaining complete and accurate design intent drawings for projects, integrating and synchronizing skilled architectural/engineering drafting methods and procedures with the operation and application of 2-D and 3-D computer-aided design and BIM software.Assist with and provide subject matter expert advice in maintaining accuracy of Agency "GOLD MASTER"A' facilities drawings.Perform configuration management and administration of all NGA drawings in support of enterprise-wide control processes and baselines. All site CAD and BIM-related files shall conform to NGA standards.Provide support to the NGA Strategic Space Planning team by assisting with the recurring - normally semi-annually - facilities space and seat audits that validate occupancy levels and are instrumental to updating CAD drawings, BIM-related software files, and ARCHIBUS with seat location data, to include bar code label printing and placement.Support and provide technical advice and assistance in updating and generating annual NGA facility space drawing hardcopy booklets and coordinating with the Office of Corporate Communications (OCC) to print the hardcopy books for distribution to various components within NGA.Maintain, synchronize and publish CAD drawings and BIM model(s) as enterprise graphics in ARCHIBUS. This includes managing and maintaining drawing publishing rules that define drawing components to be published as enterprise graphics.Assist and provide subject matter advice and expertise to leverage NGA facility data through the facility lifecycle to provide safe, healthy, effective, and efficient work environments.QualificationsEducation / Certifications: One-year related experience may be substituted for one year of education if degree is required.Bachelor's Degree or equivalent experience within related field.Active TS/SCI clearanceCertification as Autodesk Certified Professional in AutoCAD for Design and Drafting or demonstrated ability to achieve certification within 6 months of employment.Certification as Autodesk Certified Profession in Revit for Architectural Design or demonstrated ability to achieve certification within 6 months of employment.Required Experience:20+ Years' experience in one or more of the following jobs: Associate, Functional Expert/Consultant (Policy Support), Sr. Requirements Developer, Sr. Associate, Subject Matter Expert (SME), SME Level (Strategic Planning), SME Level (Policy Support), Functional/Expert Consultant, Senior Military Planner, Scenario Development Team Lead, Quality Assurance Advisor, Senior Quality Analyst, Sr. Level Consultant.Expert knowledge and experience in the use of the AutoDesk suite of applications, most notably AutoCAD and Revit and in 2-D and 3-D modeling.Master's in Engineering or Architecture or equivalent experience in a related field.Demonstrated experience working in program or large project management.Demonstrated experience working on cross-functional teams.Demonstrated experience in a distinct functional or cross-functional business area related to facilities operations, management, or programming.Experience may be broad-based crossing multiple markets (ie, government, industry) and may also include relevant/associated certifications and knowledge of applicable tools, methodologies, or best practices.Knowledge and experience with building or facility plans, designs, configuration, and equipment maintenance.Knowledge of facility/building systems such as structural, electrical, mechanical, plumbing, sophisticated control systems, pavement and integrated personnel security and protection systems related to facilities engineering and operations.Extensive experience in complex facilities engineering and operations.Desired Experience:Registration as a Professional Engineer or Registered Architect in one of the 50 US states or a US Territory.Knowledge of Leadership in Energy and Environmental Design (LEED), Uptime Institute Data Center, ASHRAE and NEC standards.Knowledge in the use of the ARCHIBUS CAFM application.Experience leading teams.Experience working with the Intelligence Community (IC).Experience working with NGA.Demonstrated experience navigating through ambiguous circumstances/situations and proposing innovative solutions to resolve technical and related issuesCustomer Service experience in federal and or intelligence community.Project Management Professional (PMP) certification.Skills & Technology Used:Application of in- depth expertise in such fields as: architecture and design; engineering and technology; policy and administration; planning; analysis; training and development; facilities; business; and management.Works closely with assigned staff, senior specialists or task leads.Comprehensive computer knowledge and understanding of Microsoft Office programs.Additional skills include the following: briefing skills, project management, organizational skills, and communication skills.Strong communication (oral and written), interpersonal and customer service skills.Other Requirements:The work is typically performed in an office environment and at client site locations, which requires proper safety precautions.
