The contractor shall:+ Support the NIH Records Management Digital Strategic Initiative with a goal to digitize all of NIH's permanent records and organize the implementation of an electronic records management program for NIH institutes.+ Assist with the RMDSI requirements needed to meet those required of the Federal Record Center (FRC).+ Provide recommendations on the transfer of permanent records to the FRC, the disposal of non-records, and the disposal of expired records.+ Serve as a point of contact for the NIH Records program on establishing new guidance for record digitization and assisting with coordination of the yearly file plan for the IC.+ Maintain and store official records to aid in maximizing and streamlining the process of record creation and storage.+ Liaise with the Ethics Policy Branch (EPB) and an outside technology company to organize and maintain the initiative's stages and ensure successful completion.+ Work with the EPB to support NIH record owners to support official NIH records.+ Ensure authorized personnel/staff access to identified records for processing, scanning, and indexing.+ Develop and organize a plan for NIH to comply with the National Archives and Records Administration's M-19-21 requirements.+ Coordinate with Divisions/Offices/Branches on recommendations on the management/ storage of official records.+ Assist with coordinating and updating record data in the ARCIS system and other identified record systems.+ Develop SOPs and informational materials to assist staff with transferring permanent and temporary records to the Federal Record Center (FRC).+ Work with EPB staff on researching and responding to OMA data calls.+ Assist and mentor staff on the current NIH record schedule relating to the retention and disposal of temporary records.+ Assist the EPB in categorizing and maintaining the NIH's yearly record file plan in the RSS system.REQUIREMENTS. The contractor must have:+ Master's degree in Business Management or Administration.+ Minimum of eight (8) years of experience in IT project management (website content management preferred).+ Expertise in Microsoft Office Suite, databases and data management tools.+ Expertise with records digitization efforts.+ Experience meeting FRC requirements.+ Strong communication skills, both oral and written.+ Excellent analytical, organizational and time management skills.+ Ability to multi-task and pay close attention to detail.When you apply, please know a Kelly Government Solutions Recruiter will review your resume and will contact you directly, if your skills and experience match the requirements of this position.Due to the high volume of inquiries, we regret that we cannot accept phone calls.
