WMATA has an exciting opportunity for an experienced leader looking to play a role in helping shape the future of Metro's Supply Chain Warehousing and Logistics Office as Asst. Manager; Inventory Quality Control.

The Supply Chain Warehousing and Logistics (SCWL) team supports the warehousing, distribution, inventory control, and logistics needed to keep the buses, railcars, and facilities in service throughout the region. The candidate for this position will assist in leading SCWL's Inventory Quality Control Team. This includes developing and implementing a robust inventory quality control programs to eliminate defects in People, Process, Product, and Technology to drive continued process improvement.

The ideal candidate will have excellent communication and organizational skills to implement change to improve WMATA's inventory accuracy and reduce defects in the supply chain. This candidate must have the ability to work well with a diverse group of individuals and move initiatives efficiently, with the highest level of standards, which will be one of the keys to success. In addition, having the ability to develop short and long-term solutions to various complex inventory challenges will be necessary

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in Supply Chain Management, Business, Finance, or related field
    • In lieu of a Bachelor's degree, a high school diploma/GED and four (4) years of supply chain management experience will be considered

Experience
  • A minimum of four (4) years of progressively responsible experience in quality control, inspection and/or materials management within a large organization, preferably in mass transportation, to include:
    • Experience in the development and implementation of policies and procedures
    • At least two (2) years of management supervisory experience

Certification/Licensure
  • Valid Driver's License

Preferred
  • Master's degree in a related field
  • Six Sigma certification
  • Experience implementing six sigma and lean manufacturing principles

SUMMARY

The Assistant Manager, Inventory Quality Control in conjunction with the Manager Inventory Quality Control manages the day-to-day inventory quality control program within the Office of Supply Chain Warehousing and Logistics (SCWL). The incumbent provides direct oversight of the quality control function for inventory accuracy, inventory control, and product control based on WMATA's system of record. The incumbent facilitates continuous efficiency improvements for WMATA's Supply Chain and instills a customer-focused culture , aiming for the achievement of excellent customer service and high operational quality and safety standards, while inspiring and rewarding an atmosphere of best practice sharing among staff members and peers.

ESSENTIAL FUNCTIONS
  • Provides overall direction, coordination, and monitoring of assigned quality control programs within Supply Chain Warehousing and Logistics (SCWL) including the development of standard operating procedures, identification and enforcement of safety/quality regulations within SCWL, implementation of programs to ensure the safety and conformance of all WMATA stock and non-stock inventory.
  • Creates and utilizes reports from ERP, other inventory/warehouse management systems and data from supply chain analytics team to ensure policy and procedures, standard operating procedures, risk management, and internal controls are executed
  • Interprets big data and delivers results that keenly drive productivity and efficiency towards departmental goals to improve area of vendor performance and/or meet performance metrics within SCWL.
  • Builds and delivers productivity plans by reviewing work forecasts, determining productivity requirements, and partnering with other managers to balance labor and resource requirements. Develops and utilizes accurate and timely information to help manage services and accountabilities, manage service effectiveness and ensure the best use of resources.
  • Monitors stock and warehouse inbound and outbound operations, property disposal, and functional processes to ensure policy and procedures, standard operating procedures, risk management, and internal controls are executed, maintaining a high quality of operations.
  • Investigates and performs root cause analysis of discrepant material based on customer complaints. Responds to customers, resolves issues and implements corrective actions to prevent reoccurrence.

OTHER FUNCTIONS
  • References product specifications, drawings, and other related documentation provided by engineering and maintenance offices to ensure the supplier delivered products are in compliance with the established and approved technical specifications and manufacturer data in the system of record.
  • Reviews supplier documentation for accuracy and completeness.
  • Ensures that non-compliant material, parts, or components are recorded, and affected departments, suppliers, and/or freight provider are contacted, and appropriate corrective action is implemented.
  • Takes necessary actions to resolve issues to ensure the availability of items needed for vehicle repairs and/or replacements.
  • Maintains inspection records, documents, and test results, documenting activities, providing written references and conduct meetings with the necessary stakeholders to resolve discrepant material.
  • Reports on discrepancies found in inventory and conducts the root cause analysis, sends corrective action requests to the responsible party(s), executes discrepancy resolution, maintains record retention, and presents findings at the Material Discrepancy Review Board (MRB) with Procurement, Supply Chain Planning and Analytics, and Engineering.
  • Oversees the quality control on inbound deliveries and freight from vendors. Responsible for conducting the root cause analysis, sends corrective action requests to the responsible party(s), executes discrepancy resolution, maintains record retention, and presents findings at the Vendor Discrepancy Review Board (VDRB) with Procurement, Supply Chain Planning and Analytics, and Accounting.
  • Establishes and maintains effective working relationships with internal departmental customers and external vendors, providing quality customer service and establishing efficient and effective partnerships.
  • Assists management in audit investigations related to parts inspection by investigating and reporting on information pertaining to internal and external audit findings, recording and reporting on vendor performance and contract/purchase agreement compliance, furnishing periodic reports for management review, impact analysis and risk assessment.
  • Performs the causative research on inventory discrepancies for problem resolution impacting inventory accuracy, inventory control, product control, warehouse management systems, and process issues. Ensures that root causes are identified, documented, and improvement plans are monitored.
