Job Summary/Company:

Sparks Group in collaboration with a Fortune 500 company is searching for a skilled Subcontract Specialist. The Specialist will be responsible for performing full range of subcontract management and administration activities and working with PMOs. They will demonstrate knowledge of the FAR and provide guidance on financial and contractual matters pertaining to contracts. Responsibilities:

  • Work closely with procurement managers, subcontract managers and project managers
  • Responsible for cradle to grave process; evaluate subcontractor proposals, develop negotiation strategy with Program Managers, and lead negotiations
  • Prepare subcontract documents and amendments, specifications, work statements, and terms and conditions for the procurement
  • Prepare RFPs tailored to specific requirements and evaluate subcontracts
  • Prepares bid packages, analyzes proposals and negotiate subcontract provisions. Recommend subcontractors, and administer resulting subcontracts
  • Monitor subcontractor performance and initiate corrective action plant; execute contract modifications in response to changing requirements; and perform close-out activities
  • Negotiates modifications to subcontracts; provides proposal development and sourcing support
  • Provide advice and support in developing Statements of Work (SOW); source selection criteria and performing source selections


Qualifications/Background Profile:

  • Bachelor's Degree in Business, Finance or related field required
  • 3+ yeas subcontracting experience in a federal government contracting environment
  • 4+ years in the federal market space in the areas of subcontracting, finance, pricing preferred
  • Experience working in a DCMA approved purchasing system
  • Proficient with Microsoft Office applications; Intermediate to advanced Microsoft Excel skills
  • Strong analytical skills to develop and interpret complex reports, and related documentations
  • Detail and Process oriented; ability to build and foster successful working relationships
  • Ability to handled multiple ongoing projects and prioritize based on current need
