GIS Systems Administrator

An Overview
The Department of Information Technology Services (ITS) is seeking a Principal GIS Analyst (GIS Systems Administrator). This person will work in the Emerging Technology and Advanced Analytics (ETAA) Division and will have responsibility for administering (proposing, configuring, installing, and maintaining) the City’s on-premise and cloud-based GIS systems infrastructure as well as maintaining the City’s GIS web applications and GIS services. This technical lead position uses industry best practices in the design, implementation, and management of all GIS software and infrastructure. This position is also responsible for participating in supporting other systems maintained by the ETAA Division such as the City’s Drupal content management system and the Tableau business intelligence platform.

Our ideal candidate will have considerable hands-on experience in administering GIS systems and web applications both in on-premises and in cloud environments.

The Opportunity
As a Principal GIS Analyst (GIS Systems Administrator) your effort will be focused on maximizing reliability, availability, and performance of the City’s mission critical citywide GIS resources. Examples of duties include:
  • Understand GIS program requirements and recommend appropriate hardware and/or software needs
  • Lead GIS software and hardware planning, licensing, acquisition, troubleshooting, and maintenance.
  • Collaborate with IT Infrastructure team to create and configure servers per user and software requirements
  • Coordinate with IT Service Desk for systems administration and user engagement
  • Participate on weekly CAB and ITS coordinator meetings to communicate GIS changes to the IT community and bring back technology information to the GIS team
  • Work with other City departments advising on approaches and technology for GIS projects, initiatives, training, and software replacements.
  • Manage and tune ESRI ArcGIS Monitor to proactively identify and remediate system issues
  • Write and maintain current accurate GIS systems documentation, including systems design, GIS datasets, services and processes.
  • Install, configure, test, and performance tune ArcGIS Enterprise GIS solutions including ArcGIS desktop, ArcGIS Server, Portal, and Hub
  • Publish and oversee web services and maps needed to support ArcGIS Enterprise
  • Manage web mapping applications using Web AppBuilder and Geocortex
  • Design and implement GIS backup and disaster recovery strategies
  • Configure and maintain security requirements of GIS on-premises virtual server and cloud infrastructure environments
  • Evaluate new/emerging technologies and propose road-mapping for the future GIS environment
  • Oversee contractors or vendors as needed
  • Assist in support of other systems managed by the ETAA Division (e.g., Drupal -website CMS, Tableau - business intelligence, and FME - extract, transform, and load)
  • Other duties as assigned


About the Department
The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 10 years.

Minimum & Additional Requirements

Four-Year College Degree in Geography, Geographic Information Systems, Earth Sciences, Urban Planning, Engineering, Information Technology, or a related field and five years of experience or Master's Degree with three years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Four-Year College Degree in Geography, Geographic Information Systems, Earth Sciences, Urban Planning, Engineering, Information Technology, or a related field and seven years of experience, Master's Degree plus five years of experience; or 8 years of specialized experience in system analysis design, programming, integration, or administering GIS software

Notes

This position requires the successful completion of pre-employment checks including but not limited to a criminal background and drug screening. This position may be occasionally required to be available after normal working hours to support applications and to respond to the City’s Emergency Operations Center (EOC) when it is activated.
