Duties

The Office of Strategic Integration and Policy Planning (SIPP) builds value for the Department by developing and guiding priority DHS strategic planning efforts, including coordination with external stakeholders; working with PLCY sub-offices to drive policy and strategy implementation; participating in DHS business and operations decision processes and measuring guidance-to-results effectiveness; conducting analysis to support decision-making; and supporting PLCY-wide initiatives.

Detailees will be provided the greatest opportunity to gain an understanding of Department-level organizations and processes with valuable on-the-job educational experiences that enhance understanding and awareness of DHS capabilities, missions, functions and processes. They will engage at Sr. staff levels and support development and implementation of departmental strategies and policies in support of DHS's mission and the Secretary's priorities.

Detailees will work with either the Strategic Integration or the Strategic Planning teams to conduct strategic reviews of select priority initiatives (as assigned); to support activities to develop strategic capstone documents; and/or, to ensure alignment of resources against the Department's strategic guidance and the Secretary's priorities. The latter being accomplished through the Department's yearly Planning, Programming, Budgeting and Execution (PPBE) process.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:

Seeking Detailees with strong interpersonal skills, excellent oral and written communication competencies, and a desire to engage in strategic plans development, departmental integration efforts and to develop a greater understanding of the Department's Planning, Programming, Budgeting, and Execution (PPBE) processes.

Must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal Service performing one or more of the following duties:
  • Providing research to leadership that is used to develop agency policy to increase and improve the ability of DHS and the broader U.S. Government to enhance border, aviation, and migration security, and combat terrorism and transnational crimes;
  • Analyzing and evaluating policy interests, concerns, issues, and processes associated with DHS mission, goals, and objectives to formulate advice and counsel top level management;
  • Preparing comprehensive reviews, briefings, proposed legislation, policy studies, and special reports to lead and direct program reviews and special team projects;
  • Developing program plans, goals, and milestones to evaluate the effectiveness of DHS programs.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
