Job Summary

Aptive is seeking a Program Evaluation Analyst. This position will serve as a leader ensuring that a group of auditors are working in concert to ensure the efficient stewardship of public fund in support auditing services for the Department of Veteran Affairs (VA) Government Accountability Office (GAO) Office of Internal Audit (IA). These efforts will improve the timeliness, cost-effectiveness, quality, and safety of Veterans health. This position requires program planning, audits, and evaluations related to various healthcare programs and projects. The candidate must have strong writing, communication, and organizational skills to support a VHA client and manage project deliverables in support of all Aptive team members. Candidate must thrive in a high pressure, fast paced environment and communicate effectively within a multi-disciplinary setting.

This is a contingent hire position. This full-time position is currently fully remote. However, they may be expected to travel to Washington, D.C. or other locations in the United States for meetings, audits, and events.

Primary Responsibilities

  • Support VHA in the analysis and evaluation of healthcare program effectiveness.
  • Program reviews requiring systematic ways of assessing the quality of current and future VHA programs.
  • Measurement of success, outcomes, and improvements in programs.
  • Provide input on the program evaluation and improvement of the organization.
  • Serve as senior project leader of a group of financial auditors.
  • Prepare audit programs and perform field work.
  • Experience preparing a quality control and assurance program.
  • Develop Audit Feasibility Analysis (AFA)
  • Assist in the documentation of a detailed audit work plan.
  • Develop working papers, consolidate findings, and prepare recommendations through written audit reports.
  • Assess processes or procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Firm understanding of interrelationships between financial management requirements and automated solutions.
  • Manage project and deliverable completion within a strict time frame.
  • Understanding and experience in the Federal accounting cycle with support on project strategic planning.
  • Recommendations and professional technical assistance to senior Federal leadership for system improvements and proper accounting treatment of financial transactions.
  • Provide advice and assistance to staff and Federal officials concerning financial and accounting systems procedures, reports, and other financial management requirements.
  • Assisting in drafting, reviewing, finalization and present audit reporting
  • Assist in internal audit manual development and maintenance
  • Support other duties and assignments as required by IA.

Minimum Qualifications

  • 8 Years of related auditing experience.
  • Bachelor's (BA / BS) degree in related field.
  • Large scale Integrated Health System Experience
  • Experience in independent analysis of the Federal accounting cycle.
  • Proven experience in program analysis, strategic planning, and event planning
  • Experience managing complex projects and transformation efforts within the federal government, preferably with VA.
  • Ability to obtain and maintain a Public Trust clearance
  • Legal authorization to work in the U.S.

Desired Qualifications

  • MBA or master's degree in related field.
  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
  • Excellent ability to communicate (written and verbally) across most mediums and settings.
  • Performing major decision making, solution development, analysis and evaluation and risk mitigation.
  • Past financial management system, accounting system, and risk management experience
  • Outstanding written, verbal and presentation communications skills.
  • Experience with business process and system improvement projects and efforts.
  • Ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.

IA is an independent assurance organization under the VHA Office of Oversight, Risk and Ethics. IA supports VHA governance of healthcare clinical and administrative operations by providing independent and objective audit and assurance to VHA Executive Leadership on the effectiveness of governance, risk management, compliance, and internal controls for clinical and administrative functions to enhance oversight and improve healthcare delivery to Veterans. The purpose of internal auditing is to gather information on how an organization is operating to show employees and management where they are doing well and where they can improve performance.
