Marketing Statement

We are seeking a highly motivated, experienced Electrical Safety Engineer to lead our Electrical Safety Program and Hazardous Energy Control Program as a member of WMATA's Office of Occupational Safety and Health (OSH) team. We are looking for an individual with a passion for safety and a strong technical background in interpreting and implementing the latest editions of Codes and Standards. The position will include standing up and leading the Electrical Safety Working Group and serving as the electrical safety and hazardous energy control subject matter expert across the Authority. Specific topics will include energized electrical work, high voltage, low voltage, third-rail safety, and hazardous energy control involving electrical, hydraulic, mechanical, pneumatic, pressure, chemical and thermal. Duties will include proactively identifying electrical safety issues and continuous improvement of the Electrical Safety and Hazardous Energy Control Programs. The team member will actively collaborate with various working groups as guidance to ensure processes and procedures are in alignment and implemented in compliance with the appropriate Codes and Standards. The position will coach and educate leaders and workers on safe work practices, involve safety walks and worksite visits to review non-compliant conditions, and support accident investigations and significant near misses for root cause determination and corrective actions. Additional responsibilities providing support to the OSH Team and topics may include confined space entry, pressure safety, hot work, combustible materials and gases, and explosive atmospheres. Occasional interaction with external stakeholders and oversight is expected.

Minimum Qualifications

Education

• Bachelor's Degree in Electrical, Industrial, or Mechanical Engineering; Occupational Safety or related discipline

Experience

• A minimum of seven (7), years of experience performing three or more professional level electrical safety duties, including making worksite assessments to determine risks, assessing potential hazards and controls, evaluating risks and hazard control measures, and/or investigating incidents.

Certification/Licensure

• Valid Driver's License
• Roadway Worker Protection (RWP), Level 2, within 3 months of hire and maintained for the duration while in this job

Preferred

• Preferred: CESE (Certified Electrical Safety Engineer) or other equivalent safety certification
• Master's Degree in Electrical, Industrial, or Mechanical Engineering; Occupational Safety or related discipline

Job Summary

The Senior Occupational Safety and Health (OSH) Electrical Safety Engineer serves as the electrical safety subject matter expert (SME) to develop, manage, and continuously improve the Electrical Safety Program and the Hazardous Energy Control Program implementation, including energized electrical work, arc flash safety, high voltage, low voltage, third rail electrical safety and related training content. The incumbent serves as the electrical safety SME who anticipates, recognizes, evaluates, and assures control of workplace electrical hazards. The incumbent interpretates regulatory compliance standards related to electrical safety to ensure implementation is compliant with federal, state, and local regulations across Metro. The incumbent partners with organizations to improve safety programs through effective communication and collaborative efforts to achieve world-class safety.

ESSENTIAL FUNCTIONS

• Manages Authority electrical safety and hazardous energy control programs, policies, training content, and ensures compliant safe operating procedures to help drive a systematic approach to hazard identification, mitigation, and management of safety solutions in accordance with all applicable federal, state, and local regulations.
• Partners with engineering, construction, design, operations, maintenance, emergency response, railway worker teams and other key stakeholders to ensure electrical safety activities represent world-class implementation. Serves as the SME to review and approve new equipment and facility designs and modifications to existing facilities and equipment. Provides regulatory interpretations for activity-specific procedures, compliance concerns, incidents and near misses. Provides electrical safety best practices to the workforce for implementation.
• Communicates subject matter content using clear, concise and consistent verbal and written communication, demonstrating excellent program management and implementation skills. Manages, mentors and helps resolve safety and regulatory issues and communicates related topics through the OSH Working Groups to management, safety committees, safety coordinators, peers and field organizations.
• Measures the performance of assigned safety programs and the progress of implementation through collaborative oversight using objective, data-driven information to ensure all applicable international, federal, state and local regulations are being met.

OTHER FUNCTIONS

• Supporting additional occupational safety and health programs and other assigned tasks.
