Job Summary

Aptive is seeking a Program Manager to support development of a government wide branding and communications campaign focused on increasing diversity, equity, inclusion and accessibility in the federal government hiring process. In this position, you will manage an integrated contractor team of to deliver communication, recruitment advertising, and marketing services in collaboration with the Office of Personnel Management (OPM).

This senior-level, full-time position is currently remote due to COVID-19 regulations, but will later be located on-site in Alexandria, VA and Washington, DC. This is an immediate hire position.

Primary Responsibilities

  • Serve as the Program Manager for the contract staff providing administrative support to on-board/off-board staff as required.
  • Serve as the primary point of contact for the client, ensuring that the team is meeting or exceeding customer expectations and achieving program goals.
  • Manage a team of multiple staff, including subcontractors.
  • Oversee and manage advertising, strategic communications, outreach and digital media deliverables.
  • Identify innovative and creative ways to enhance the delivery of the communications missions.
  • Provide oversight for research, planning and execution of project marketing and communications strategy to meet contract requirements.
  • Duties include developing plans, initiatives, and evaluating a comprehensive advertising and communications plan and implementation strategy.
  • Plan, develop, and implement marketing research, audit, and analysis to ascertain perceptions, attitudes, and expectations of audiences.
  • Use market research techniques that include but are not limited to the development and use of appropriate survey instruments, focus groups, and statistical analysis of results to assist in identifying target population.
  • Implement marketing objectives and monitor and evaluate effectiveness of implementation strategies.
  • Employ creative thinking to formulate goals and objectives and integrates them into a cohesive project implementation approach to satisfy customer mission requirements.
  • Plan and execute information and promotional campaigns and disseminate information on projects and special programs, orally and in writing.
  • Assemble, classify, and summarize reported progress results and present verbally, graphically, or in written form indicating current status of program progress deficiencies, outstanding accomplishments, and reasons for deviations from plans.
  • Develop, review and edit briefings, articles and speeches. Strong writing and editing skills are essential.


Minimum Qualifications

  • 10+ years of experience leading federal contracts, with scope including communications strategy, marketing, advertising and recruiting.
  • Bachelor's degree in communications, marketing, or a related area of study. Master's degree preferred.
  • Experience with organizing and assigning responsibilities to subordinates (including subcontractors).
  • Experience developing integrated master schedules for complex programs.
  • Expertise in one or more industry standard project management platforms (e.g., Microsoft Project), to facilitate detailed project tracking across workstreams.
  • Familiar with development of comprehensive financial reports, tracking funding across contract line items, initiatives and others.
  • Adept at reviewing the workload of each team member and assigning them to support high-volume programs and projects based on the mission, current speed, volume, and demand of the client.
  • Legal Authorization to work in the U.S

  • Project Management Professional (PMP) certification.
  • Demonstrated management and leadership skills.
  • Proven experience supporting one or more federal agencies.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent organizational skills.
  • Outstanding written and verbal communications skills.
  • Good time management skills and ability to meet deadlines.
  • Ability to work well within a team environment.
  • Ability to carry out multiple tasks under tight deadlines.
