Duties

The Director works closely with the Secretary's budget and policy office by setting and tracking Bipartisan Infrastructure Law performance goals and metrics. In addition, the incumbent coordinates all undertakings associated with the National Roadway Safety Strategy to assure alignment with FMCSA budget activities and strategic plan goals. The Director also participates as a key member of the Agency's leadership team in establishing broad safety policies, program priorities, and overall resource allocations.

The Director of FMCSA's Office of Policy, Strategic Planning and Regulations exercises direction over programs carried out by the Strategic Planning and Program Evaluation Division, the Regulatory Development, and Regulatory Evaluation and Analysis Division. The Director provides executive leadership and guidance for the three GS-15 Division Chiefs managing these divisions with responsibility for:
  • Developing, in coordination with program offices throughout the Agency and the Office of the Secretary, performance measures for use in preparing the Agency's annual budget submission and organizational assessment, and the subsequent monitoring and reporting on Agency's performance.
  • Developing, in coordination with program offices throughout the Agency and the Office of the Secretary, policy positions for responses to the Department's Office of the Inspector General (OIG), Government Accountability Office (GAO), and National Transportation Safety Board (NTSB).
  • Providing Agency-wide leadership for regulatory development activities and directing staff responsible for leading cross-Agency rulemaking teams addressing issues concerning motor carrier safety, operating authority, hazardous materials transportation, and the movement of household goods;
  • Establishing and maintaining effective Agency policies and procedures concerning the rulemaking process;
  • Developing regulatory impact analyses to identify the estimated safety impact and costs of regulatory proposals and conducting program evaluations and regulatory effectiveness studies to determine whether key Agency programs are accomplishing the desired outcomes and whether the regulations are bringing about the desired safety outcomes.

The candidate also serves as an executive-level technical and policy advisor to the Associate Administrator for Policy, the Executive Director and Chief Safety Officer, and other Agency and Departmental officials on trends and developments concerning liaison with the OIG, GAO, and NTSB, and Federal policies and guidance concerning performance measurement.

The position contains the responsibility for the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the program or project and assume responsibility for their effective use and dealing with key officials from within and/or outside the Agency to gain understanding and support for the program. The position contains policy-making or policy-determining functions that have national impact.

CONDITIONS OF EMPLOYMENT:

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

TQ 1: Demonstrated experience in, all aspects of the Federal, State or Local notice-and-comment rulemaking process including basic principles of regulatory analyses to support rulemakings and developing regulatory strategies or approaches to lead to cost-effective rulemakings based on the available data.

TQ 2: Demonstrated experience directing staff responsible for conducting program reviews and regulatory effectiveness studies, or experience conducting program reviews and/or regulatory effectiveness work and identifying performance measures and data sources to evaluate programs, review of documentation concerning implementation guidance, and objectively assessing performance in terms of accomplishing the intended goals and providing recommendations for improving a program.

TQ 3: Demonstrated experience directing staff in preparing and coordinating responses to recommendations from the GAO (Government Accountability Office) and/or OIG (Office of the Inspector General), serving as liaison with the GAO and/or OIG during its audits and investigations and extensive experience leading staff in preparing and coordinating responses to recommendations from the NTSB (National Transportation Safety Board), and serving as liaison with the NTSB during its crash investigations and preparations for Board meetings and hearings, or similar oversight agencies within a state or local jurisdiction, or Internal Audit Responses from a jurisdiction or business entity.
