Duties

  • Advises technical representatives on anticipated procurement requirements.
  • Provides assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
  • Reviews procurement requests to assure clarity, adequacy and completeness.
  • Advises requestors during pre-solicitation on the use of cost and fixed-price contracting, processing of unsolicited proposals, multiple awards, award fee, and special provisions relating to proprietary rights, rights in data, or similar considerations.
  • Analyses past performance on current and previous orders and evaluates contractor responsibility, standards, tooling, engineering, research and development, overhead, general administrative expenses, profits, and manufacturing techniques used in producing like or similar items.
  • Develops a contract administration plan utilizing input from the Contracting Officer's Technical Representatives (COTRs) and Construction Representatives (ConReps) for each assigned contract prepared by the Division of Acquisition.
  • Evaluates Contractor compliance with the Contract terms. Makes determinations and approves progress payments based on COTR/ConRep evaluation reports and/or certification that the work has been done or the service/supply received.
  • Analyzes settlement proposals, audit reports, technical evaluations, contractor and subcontractor claims.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Basic Requirements for GS-5 through GS-12
A. A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: reviews the request for procurement and communicates with program personnel to assure all information is clearly set forth in the request; prepares solicitation documents which incorporate required Federal Acquisition Regulations and HHS policies and provisions; plans and conducts negotiates on price, technical requirements, and terms/conditions of the contract; maintains up-to-date status of deliverables, invoices, and other activities under the contract; prepares final decisions within delegated authority on disputes and claims from contractor(s); debriefing unsuccessful bidders.

SELECTIVE PLACEMENT FACTOR:
  • Must possess an active Federal Acquisition Certification in Contracting (FAC-C) Level II or equivalent. (Attach copy of certification with application)


Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
