Westat has a new opportunity available for a Cost Analyst/Project Controls Analyst, reporting to a Sr. Study Director. You are a service-oriented individual with a proven track record of success in supporting projects and will use your knowledge of process and continuous improvement in this role. Your responsibilities will include assisting in the implementation and integration of project and practice area initiatives to help improve financial operating processes across the practice area.

This position is based in Rockville, Maryland and is eligible for a hybrid work arrangement. 

Job Responsibilities: 
  • Support multiple projects and/or corporate financial or service area initiatives.
  • Tracks and monitors budgets (tasks and activities), incurred costs, and reports.
  • Works with multiple Project Directors to provide accurate projections as part of our cost tracking system.
  • Review project costs (vendor invoices, company credit cards, etc.) and client invoices for accuracy. Provides project support for multiple projects as needed.
  • Develop and manages timelines and implementation activities to ensure implementations are completed on time, within budget and meet expectations.
  • Develop budgets for program teams that align to contractual requirements, proposal and program WBS.
  • Work with Program Team to collect bottom up financial forecasts/Estimate to complete and enter into Program Financial Management Tool.
  • Review trends to assess accuracy of the financial forecast and work with program team to mediate any issues.
  • Comply with company, client, local and other legal requirements and regulations.
  • Responsible for accuracy of financial reporting to client and Practice Areas.
  • Work with contracts to review vendor and consultant agreements to validate appropriate funding and contract type based on prime contract including subcontracts and materials purchases.
  • Strong communication skills with respect to identifying and explaining financial risks/implications of project management decisions.
Basic Qualifications:
  • Bachelor's Degree in business, finance, or accounting and 3-5 years of experience in financial management including large government contracting experience
Preferred Qualifications:
  • MBA
  • Business Law course(s)
  • Experience with government contract financial management
  • Experience working with various contract types
Minimum Qualifications:  
  • Demonstrated communication skills 
  • Attention to detail with excellent organizational and time management skills
  • Strong knowledge of Microsoft Office Suite especially Excel, Word, PowerPoint, Outlook, teams, and SharePoint
