Summary

The Mid-Level Management Analyst position will reside in the Performance Division (M/MPBP/PERF) which oversees USAID's central functions related to operational planning, performance, and reporting, and internal customer service. In turn, the Performance Division is part of M/MPBP which functions as the Bureau for Management's central unit for the Agency's operating expense budget planning and implementation, management policy formulation, operational performance monitoring and assessment, administrative support services, and compliance and oversight to implement the USAID suspension and debarment program.

Responsibilities
  • Analyze operations management performance data to identify trends, issues, and problems, using quantitative and qualitative analyses;
  • Conduct special studies or management assessments, including after-action and business process reviews, of Agency processes and functions to promote Agency operational excellence and ability to successfully implement development objectives and priorities;
  • Plan, schedule, and analyze management operations, procedures, and organizational structures; identify problems or deficiencies; and recommend ways to improve the effectiveness and efficiency of operations;
  • Produce and present information and findings in a variety of formats (e.g., dashboards, external reports, papers, studies, briefings, and other media);
  • Contribute to work streams focused on Agency-wide policy development, prioritization, and implementation.
  • Other duties as assigned.

Qualifications
  • Minimum of a bachelor's degree and 7+years of experience. The candidate must be able to perform and support M/MPBP/PERF's portfolio management with at least four of the following tasks, processes, or skills:
  • Communicate effectively both orally and in writing, in plain language with diverse groups of internal and external stakeholders, and technical and nontechnical audiences;
  • Coordinate and collaborate across various teams, and offices to achieve shared objectives;
  • Develop and implement project plans on schedule;
  • Compile, analyze, and synthesize complex information from various sources;
  • Develop and track metrics to measure quality and efficiency, assess outcomes, and promote operational improvements;
  • Support the conception, development, and oversight of emerging and critical organizational policies and strategies
  • Active Secret clearance.
