Job Summary

Aptive is seeking a Project Manager to facilitate project management support services and related auditing services for the Department of Veteran Affairs (VA) Government Accountability Office (GAO) Office of Internal Audit (IA). These efforts will improve the timeliness, cost-effectiveness, quality, and safety of Veterans health.

The candidate must have strong writing, communication, and organizational skills to support a VHA client and manage team members. Candidate must thrive in a high pressure, fast paced environment and communicate effectively within a multi-disciplinary setting.

This is a contingent hire position. This full-time position is currently fully remote. However, they may be expected to travel to Washington, D.C. or other locations in the United States for meetings, audits, and events.

Primary Responsibilities

  • Provide project management support and oversight of all contracted efforts.
  • Maintain a rigid delivery schedule.
  • Serve as primary client point of contact, interacting with the Contracting Officer's Representative on all issues related to project outcomes.
  • Ensure project goals and constraints are met and deliverables are complete.
  • Conduct projects in accordance with Project Management Institute (PMI) project processes.
  • Provide input on project process improvement.
  • Plan, direct and coordinate project activities to ensure that established milestones are accomplished on time, within prescribed funding parameters and in accordance with client business objectives.
  • Develop and maintain effective stakeholder communication and relationships and escalate problems to management if needed.
  • Provide comprehensive risk and issue management, proactively providing recommendations for improved service delivery.
  • Support other duties and assignments as required by IA.
  • Project management support of audit planning, supporting documentation, regular status meetings, monitor progress of audits, record and recommend appropriate actions to the Government to mitigate and resolve acknowledged audit issues, and escalation of risks and issues.
  • Assisting in drafting, reviewing, finalization and present audit reporting
  • Assist in internal audit manual development and maintenance

Minimum Qualifications

  • 4 years of related project management experience.
  • Bachelor's (BA / BS) degree in related field.
  • Project Management Professional Certification or Certified Associate in Project Management.
  • Demonstrated proficiency in Project Management, Organizational Change Management or similar principles.
  • Experience managing complex projects and transformation efforts within the federal government, preferably with VA.
  • Ability to obtain and maintain a Public Trust clearance
  • Legal authorization to work in the U.S.

Desired Qualifications

  • MBA or master's degree in related field.
  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
  • Excellent ability to communicate (written and verbally) across most mediums and settings.
  • Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation and risk mitigation.
  • Ability to manage, lead and motivate a team of professional staff.
  • Outstanding written, verbal and presentation communications skills.
  • Experience with business process and system improvement projects and efforts.
  • Excellent project management skills and attention to detail.
  • Ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.

IA is an independent assurance organization under the VHA Office of Oversight, Risk and Ethics. IA supports VHA governance of healthcare clinical and administrative operations by providing independent and objective audit and assurance to VHA Executive Leadership on the effectiveness of governance, risk management, compliance, and internal controls for clinical and administrative functions to enhance oversight and improve healthcare delivery to Veterans. The purpose of internal auditing is to gather information on how an organization is operating to show employees and management where they are doing well and where they can improve performance.
