Job Summary
The Department of Veterans Affairs (VA), VHA, requires professional support services to assist the Deputy Under Secretary of Health (DUSH)-who is accountable for specific health care programs enabling and supporting virtually every aspect of patient care provided to Veterans-- with the development, administration, and management of various emerging initiatives, some of which are legislatively mandated. Aptive serves as the Veterans Health Administration's (VHA) strategic partner to transform the country's largest and most complex organizations - with 1,600 care sites across 50 states and a staff of approximately 300,000 employees caring for over 6 million Veterans - into a clinically led, outcome-focused, and technology-enabled organization.
Aptive is seeking Project Manager to support VHA in developing an improved organization and implementing critical initiatives. This includes measuring success, outcomes, and the improvement of programs. To assist OHT in managing multiple concurrent transformation initiatives, the Project Manager will plan and organize work, prioritize projects, and deliver and monitor business results. Regular client interaction, including potentially daily scrum meetings, facilitate scheduling of activities and rebalancing resources. Aptive Project Manager will exhibit a well-recognized ability to rapidly engage and leverage the knowledge of VHA program operations and the Administration's previously established goals and objectives to support a range of high-profile initiatives.

- Provide direct expert advice and support the development of project management best practices, processes, standards, and procedures
- Serve as the primary client point of contact, responding to requests for support and providing guidance on the contract, scope, quality, timelines, and budget
- Develop and update work products such as a Weekly and Monthly Project Reports, Contractor Project Management Plan, Meeting Minutes/Notes, and inform all project strategies, plans, and deliverables
- Support client directors/managers with high-level, cross-functional focus and assistance.
- Delivery of high quality, senior executive-level deliverables.
- Evaluate analytical results and develop new and adapted analytical techniques.
- Prepare briefings, studies, and reports for presentation to senior executive level and senior client officials.
- Provide performance analysis and process improvement using industry best practice methodologies and tools.
- Design communication strategy products for client stakeholder groups and build quality briefing presentations, social media postings, and other media.
- Review and analyze reports involving workload data, performance metrics, and other statistical information for content, completeness, and timeliness, and develop executive key summary information.
- Demonstrates an awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.
Minimum Qualifications
- 8+ years of relevant project management
- Bachelor's degree
- Experience with Microsoft 365 Suite including SharePoint, and Teams
- Experience supporting large, complex federal agencies; ideally VA
- Availability to obtain and maintain a public trust clearance
- U.S. citizen/Legal authorization to work in the U.S.
Desired Qualifications
- Master's degree
- PMP certification
- Attained credential and demonstrated proficiency in Project Management, Organizational Change Management, or similar principles
- Experience in managing complex projects for a federal agency; VA preferred
- Ability to get up to speed quickly on complex issues
- Desire to work in a fast-paced, rapidly evolving environment
- Excellent ability to communicate (written and verbally) across most mediums and settings
- Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation, and risk mitigation
- Ability to manage, lead and motivate a small to mid-sized team of professional staff
- Outstanding written, verbal, and presentation communications skills
- Experience with business process and system improvement projects and efforts, including building organizational alignment around new systems and tools
- Excellent project management skills and attention to detail; ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.
