Stormwater Planner

An Overview
Are you an experienced urban planner or stormwater professional who is highly motivated, creative, and responsible with strong public communication skills? If so, you are encouraged to apply for the Urban Planner III position in the Department of Transportation and Environmental Services (T&ES), Stormwater Management Division to perform site plan and development project review to ensure compliance with stormwater management and contaminated lands requirements. This position will be responsible for review of complex private development projects and capital improvement projects to ensure that proposed stormwater management plans meet all applicable design standards and City, state, and federal regulations. In addition, this position will be responsible for reviewing soil and groundwater contamination reports and remediation plans to ensure compliance with City and state requirements. Coordination with internal and external stakeholders is a key component of this position, as is representing T&ES with the Planning Commission, City Council, and the community.

The Opportunity
  • Acts as project manager and plays central role in the project team, which includes consultants and employees from other departments, or has major responsibilities as part of a project team led by Principal Planner;
  • Serves as technical specialist on major aspects or functions of planning work such as environmental planning, environmental analyses, stormwater design, and development suitability, this includes providing technical support to project teams led by others, or to the Division Chief, Deputy Director or Director and other departments;
  • Leads and coordinates stormwater planning and improvement process, including management of involved staff and staffing related commissions and boards;
  • Reviews site and grading plans, and related planning documents, for compliance in the following areas: stormwater management, Resource Protection Areas (RPAs), wetland delineations, structural stormwater best management practices (BMPs), and soil and groundwater reports and remediation plans for contaminated lands requirements;
  • Works with staff and developers’ representatives on acceptable design alternatives and solutions, including complex negotiating with developers’ representatives for plan design changes;
  • Coordinates development projects internally with multiple departments and externally with local, state and federal agencies, private utilities, property owners, stakeholder groups and individual private citizens;
  • Prepares written documents, oral reports, and responses for submission to the City Manager, Boards and Commissions, City Council, and the public on technical or complex stormwater and environmental topics;
  • Represents the Department's positions at public hearings before the City Council, Planning Commission, and/or Environmental Policy Commission, among others;
  • Coordinates with other City agencies, interest groups, and jurisdictions on highly specialized stormwater and environmental policy, water quality, and planning issues;
  • Stays abreast of state and federal stormwater management regulations and associated policies, and participates on technical advisory committees and other groups to provide input as applicable; and
  • Performs related work as required.

Minimum & Additional Requirements

Minimum: Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Landscape Architecture, Urban Studies, Public Administration, Physical Sciences, Stormwater Management or Environmental Studies and five years of relevant planning experience or two years and a Master's Degree; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Requirements: All candidates must possess a Virginia Stormwater Management Program Plan Reviewer certification or be able to obtain it within one year of hire.

Preferred Qualifications

Four-Year College Degree with five years of relevant planning or stormwater management experience in urban settings or three years with a Master's Degree of which at least two years of experience is in increasing individual role responsible for complex projects and reports in the public sector or in private consulting. Appropriate professional certification such as AICP, PE, RLA, LEED AP, RA.
