Westat is seeking a Senior Study Director to join Westat's Healthcare Delivery Research and Evaluation (HDRE) group. It's an exciting opportunity to bring your expertise to play a strategic role in continuing to expand our portfolio of healthcare policy and research. We are seeking a versatile health services researcher with a passion for mentorship and collaboration to lead and contribute to research studies, contracts, and proposals as part of a multidisciplinary team of data analysts and social scientists.

Job Responsibilities:
•    Lead federal government health services research, technical assistance, and technical support contracts for a variety of governmental agencies, especially the Innovation Center (CMMI) within the Centers for Medicare and Medicaid Services (CMS).
•    Provide subject matter expertise about health care delivery, innovative payment models, research design and implementation, data analyses, and communicating findings to clients.
•    Lead business development efforts to expand HDRE's footprint with government agencies, especially CMS, including contributing to and leading sections of proposals and grant applications.
•    Synthesize quantitative and qualitative results and communicate them via reports, white papers, memos, presentations, and client interactions.
•    Conduct health policy research and background research to understand the policy context relevant to conducting qualitative and quantitative analyses.
•    Contribute to growing the HDRE research team through the development of junior staff and supporting a diverse culture.

Basic Qualifications:
•    Master's degree in public administration, public policy, social sciences, health services research or related degree and 15 years of experience post-Master's degree; or a PhD in one of these fields and 8 years of experience post-PhD. Experience should include leading or managing studies or large key tasks on projects for federal or state clients.
•    Expertise in successfully leading and managing large, complex contracts.
•    Expertise in several of the following areas: value-based care, innovative health care delivery, quality measurement, evaluation design and methods, CMMI model operations or technical support.
•    Experience leading and managing business development efforts, including capture and proposal development, for federal and state clients; experience with CMS business development.

Preferred Qualifications:
•    Experience analyzing CMS (i.e., Medicare and Medicaid) data.
•    Demonstrated expertise in quantitative research methods.
•    Experience directing/supervising programming staff.
