Summary

The Mid-Level Management Analyst supports USAID's Bureau for Management (M Bureau), within the Office of Management, Policy, Budget, and Performance (M/MPBP), within the Performance Division (M/MPBP/PERF).

M/MPBP serves as the agency's lead advisory office in support of management and operations. The Office ensures alignment of operational policy, budget, and operational performance with USAID goals, manages the Agency Appeals and Suspension/Debarment Process, and provides Administrative Services for the Bureau. M/MPBP/PERF oversees USAID's central functions related to operational planning, performance, reporting, and improvement and internal customer service. PERF oversees USAID's central functions for operational planning, performance, and reporting, and internal customer service.

Responsibilities
  • Analyze operations management performance data to identify trends, issues, and problems, using quantitative and qualitative analyses.
  • Assist with conducting special studies or research projects related to specific operational goals and issues.
  • Assist with planning, scheduling, and analyzing management operations, procedures, and organizational structures.
  • Identify problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations.
  • Produce and present information and findings in a variety of formats (e.g., dashboards, external reports, papers, studies, briefings, and other media).
  • Support work streams focused on agency-wide policy development, prioritization, and implementation.
  • Contribute to projects within M Bureau's portfolio of climate and sustainability work.
  • Other duties as assigned

Qualifications
  • A highly desirable candidate should have a minimum of a bachelor's degree and 5+ years of work experience.

Knowledge, Skills and Abilities
  • Ability to perform and support M/MPBP/PERF's portfolio management with at least 2 of the following tasks, processes, or skills:
  • Communicating both orally and in writing, in plain language with diverse groups of internal and external stakeholders as well as technical and nontechnical audiences
  • Coordinating and collaborating across various teams and offices to achieve shared objectives
  • Developing and implementing project plans on schedule
  • Performing sustainability reporting, operations tasks related to climate adaptation and mitigation planning, and/or similar work related to E.O. 14008
  • Compiling, analyzing, and clarifying information regarding environmental management and climate change
  • Analyzing existing climate or environmental management legislation, regulations, policies, and practices to determine actual and potential agency equities
  • Collaborating with stakeholders to develop educational and outreach programs regarding climate change
  • Developing and tracking metrics to measure quality and efficiency, assess outcomes, and promote operational improvements
  • Supporting the conception, development, and oversight of emerging and critical organizational policies and strategies
  • Possessing the ability to work in a fast-paced, high profile environment, and respond to new and sometimes urgent tasks on brief notice
  • Ability to obtain a USAID Facilities Access
