Effective October 8, 2022, Fairfax County will implement their updated executive and managerial compensation plans. This position will be mapped to Pay Grade A3, Salary: $122,194 - $207,729.

The Director of the Department of Cable and Consumer Services (DCCS) provides oversight and administration for three divisions, Consumer Services, Communications Productions, and Communications Policy and Regulation. The diverse functions of DCCS provide quality customer service to the community and collaborates with county agencies, neighboring jurisdictions, and professional organizations.

We are seeking an individual with the ability to work with multiple stakeholders across lines of businesses while ensuring the DCCS provides resources and programs necessary to meet the evolving needs of the county.

As you can see from the illustrative duties, the successful candidate will lead a broad range of program areas in a fast-paced organization.

  • Leads and manages diverse projects and staff.
  • Directs the preparation of the Department’s budget. Click here and here for the Department’s Fiscal Year 2023 budget.
  • Studies emerging communications technologies and evaluates the impact of these technologies on the county government, residents, and businesses.
  • Ascertains community needs and interests for current and future services such as cable and broadband communications.
  • Administers, where appropriate, county regulation of services identified in the Communications Act of 1934, as amended, that impact the county government, residents, and businesses.
  • Serves as the county's Cable Television Administrator and administers the county's cable franchises, including financial review of grants, compliance with federal, state, and local laws, technical performance, and consumer complaints.
  • Plans, organizes, and directs the program that assists residents with problems encountered in consumer-business and tenant-landlord relations, provides enforcement of consumer protection statutes, and provides professional guidance to community and homeowners association.
  • Administers a licensing program which regulates taxicab companies and drivers, solicitors, peddlers, massage establishments, massage therapists, pawn brokers, precious metals dealers and shared mobility devices in Fairfax County.
  • Oversees facility and event scheduling of the Government Center Conference Center and common areas of the Government Center Campus and ensures that uses are in accordance with county procedures and rules.
  • Coordinates with the Department of Information Technology to plan and manage the county's institutional network, including data, voice, and video transmission requirements of user agencies.
  • Plans and directs the annual preparation of legislative proposals for presentation to County Boards, Commissions and Authorities, the Board of Supervisors, the Virginia General Assembly, and the United States Congress, and review of proposed legislation in the General Assembly.
  • Serves as senior staff for Board-appointed advisory groups including the Consumer Protection Commission, the Tenant Landlord Commission, and the Trespass & Towing Advisory Board.
  • Represents the Department before the Board of Supervisors, legislative and judicial bodies, national consumer and communications organizations, news media, and community groups.


Employment Standards

MINIMUM QUALIFCATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor’s degree in public or business administration, communications or related degree; Plus seven years of progressively responsible management experience in cable television franchise oversight, video production and programming, consumer services, or other fields directly related to the Department's core functions, including at least three years of supervisory experience.

  • Demonstrated success and experience in the administration and operations of cable and consumer services.
  • Proven experience in developing policies, budget, and financial management.
  • Strong leadership skills.

  • Independent judgement and initiative.
  • Substantial diplomatic skill is required to work with public and private sectors credibly and effectively.
  • Strong business acumen and sound decision-making.
  • Prior experience working in a medium to large municipal government or private sector organization.
  • Demonstrated ability to work with a large and diverse group of customers and stakeholders.

NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process.
