PdM TENCAP is chartered with the responsibility of executing the Army's Tactical Exploitation of National Capabilities (TENCAP) program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities. PdM TENCAP responsibilities include support to Headquarters Department of the Army (HQDA) to maintain connections to national and theater systems, prototype development and transition of technology into Army systems, and acquisition of equipment as directed by the TENCAP General Officer Steering Group (TGOSG) and Assistant Secretary of the Army (Acquisition, Logistics & Technology) (ASA(ALT)).

Summary:

The Acquisition Specialist will provide acquisition guidance to functional area technical experts, based on working knowledge of DoD and IC acquisition regulations and policy. The Acquisition Specialist will document functional requirements and functional and technical modifications in a Work Breakdown Structure (WBS) and an Integrated Master Schedule (IMS) created and maintained in Microsoft Project. Input includes the impact to milestone plans, existing and required personnel resources and funding needs, and established priorities and critical milestones.

Work you'll do

As a Acquisition Specialist within our TENCAP team, you will:
  • Draft PWS, Acquisition Strategies, Acquisition Plans, lifecycle cost profiles, and annual ACAT reviews.
  • Support the development of annual spend plans, development of Program Objective Memorandum (POM) briefs, authoring Procurement & Research, Development, Test and Evaluation Forms (P&R) forms, preparation for acquisition milestone reviews and Milestone Decision Authority (MDA) reviews, and development and staffing of Acquisition Decision Memoranda (ADM).
  • Support the development of various information and decision briefs, including the TENCAP General Officer Steering Group (TGOSG).
  • Support development of Simplified Acquisition Management Plans (SAMPs) IAW CDRL G003 which address the program's overall acquisition approach, including acquisition strategy for TENCAP projects.
  • Assist in developing, staffing, and archiving interagency agreements, Memoranda of Understanding, and Memoranda of Agreement.
  • Other duties as assigned

Minimum Qualifications:
  • Bachelor's degree in business administration or related field
  • 4+ years of experience in acquisition solutions or related experience
  • Must have experience in the acquisition process as directed by the DoD 5000 series, Federal Acquisition Regulation (FAR), and DoD and Army HQ ASA(ALT) policies and procedures
  • Must possess a working knowledge of the Federal Acquisition Regulation (FAR) and agency-specific regulations
  • Top secret clearance required with the ability to obtain sensitive compartmented information (TS/SCI)
  • The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief

Required:
  • Knowledge of performance-based contracting, source selection plans, and procedures
  • Possess extensive experience in DoD contract management and execution, including preparation of all contract documentation (e. g., ARP, RFP, SSP, Acquisition Plan).
  • Knowledge of Microsoft Office.
  • Good interpersonal skills.
  • Strong skills (both written and oral), strong customer service, and excellent interpersonal skills with the ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
  • Ability to design and maintain technical and project documentation.
  • Ability to utilize business resources efficiently and effectively.
  • Excellent organizational, presentation, and customer service skills.
  • Ability to efficiently and effectively, identify and solve system engineer issues.
  • Ability to occasionally work after hours, including nights, weekends, and holidays as required.
