Leads and provides oversight, and direction to the department’s divisions of Epidemiology and Population Health, Health Services, and School Health Services. Also works as part of executive leadership for a large public health department and plays a critical role in the oversight to advance the department’s strategic plan and initiatives. Facilitates the development and monitoring of departmental performance measures and outcomes, ensures resources are available for strategic priorities, and ensures public health objectives, meets the needs of Fairfax County’s diverse community.

Reporting directly to the Public Health Director, leads a team of 3 division directors and medical professionals to include public health physicians, dentists, pharmacists, nurses and other professional level staff. Guides the development and implementation of a workforce development framework and process for ensuring staff at all levels have a consistent understanding of organizational goals and strategies shaping the department's evolving practice; gain the competencies necessary to address 21st century public health challenges; and can implement public health initiatives in ways that strengthen and enhances the effectiveness of the department and community outcomes. Facilitates departmental efforts to strategically align policy, funding, public health information, programs, and practice to create healthy populations and environments. Builds strategic partnerships to bring about collective impact and advance health equity. Serves as liaison with community leaders and groups, other county departments, the Virginia Department of Health and state and other human services organizations. Acts on behalf of the Health Director in his/her absence.

Required Knowledge Skills and Abilities

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the principles and practices of public health administration and health education;

Thorough knowledge of medicine, particularly diagnosis and treatment;

Knowledge of local health department health services and school health services;

Knowledge of public health emergency preparedness and response;

Knowledge of federal, state and county laws, regulations and ordinances affecting public health and the environment and the ability to interpret and apply them correctly;

Knowledge of best practices for human service agencies from a federal, state and local perspective;

Ability to supervise public health professionals and practitioners within medical, dental, pharmacy services;

Ability to solve problems and resolve conflicts;

Ability to analyze data and performance measures and draw sound conclusions;

Ability to develop and implement departmental goals/objectives and agency strategic plan department-wide;

Ability to coordinate and implement organizational, personnel and program changes;

Ability to effectively manage, train and motivate employees;

Ability to plan, direct and coordinate the work of a large staff; Ability to provide effective leadership;

Ability to delegate effectively; Ability to communicate clearly and concisely, orally and in writing; Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, community groups and the public

Employment Standards

EMPLOYMENT STANDARDS :

Graduation from an accredited medical school, preferably with a master’s degree in public health or related field; plus seven years increasingly responsible experience in a public health/community health setting involving policy development, service delivery and working with governing boards/advisory boards; three years of the required experience must include supervision and management of professional staff.

CERTIFICATES AND LICENSES REQUIRED:

  • Licensed at the time of appointment to practice medicine in the Commonwealth of Virginia.
  • National Provider Identifier
  • Driver's License
  • CPR (Required within 60 days)
  • AED (Required within 60 days

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a sanction screening, a credit check, and a driving record check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Experience in an executive or senior-level leadership role overseeing complex processes across public health disciplines.
  • Knowledge and experience leading a team of professionals in a public health or healthcare setting.
  • Ability to establish and maintain effective working relationships with elected officials, Health & Human Services senior management and staff, community leaders and groups, federal, state and local agencies, and the public; exceptional interpersonal skills and effectively communicate, both orally and in writing.
  • Functions as a self-directed and results-oriented leader.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Ability to drive a motor vehicle. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
